In the year to June 30, 2008, 10 safeguards assessments were conducted bringing the total number of assessments completed since 2000 to 122. At year-end, 72 central banks were subject to ongoing safeguards monitoring. Assessment activity has also included several recent high-profile cases of misreporting or misuse, along with intensive analysis of special audit reports initiated in such cases. In the latter part of 2008, staff developed modalities for expedited safeguards assessments under the Emergency Financing Mechanism.

While the number of central banks under monitoring decreased slightly from 67 to 63, some monitoring cases required intense engagement due to safeguards challenges that emerged. These related to forensic investigations, governance reforms, and a deterioration in safeguards frameworks of central banks facing difficult external conditions.

Overall performance under the program has been strong. All but one of the quantitative performance criteria and indicative targets were met. Fiscal performance has been impressive, reflecting higher-than-projected revenues and strengthened expenditure control. However, two structural performance criteria were not observed. The medium-term macroeconomic framework underlying the program has been modified slightly. Maintaining fiscal discipline remains key to lowering domestic public debt and protecting poverty-reducing expenditures.

The authorities plan to maintain a conservative fiscal stance in line with the macroeconomic framework agreed during recent reviews, targeting a deficit of 0.5 percent of GDP. The fiscal stance for 2012 remains appropriate, but further consolidation will be necessary over the medium term to maintain fiscal and external sustainability.
