Book excerpt: Seventy years have passed since the end of the Asia-Pacific War, yet Japan remains embroiled in controversy with its neighbors over the war’s commemoration. Among the many points of contention between Japan, China, and South Korea are interpretations of the Tokyo War Crimes Trial, apologies and compensation for foreign victims of Japanese aggression, prime ministerial visits to the Yasukuni Shrine, and the war’s portrayal in textbooks. Collectively, these controversies have come to be called the “history problem.” But why has the problem become so intractable? Can it ever be resolved, and if so, how? To answer these questions author Hiro Saito mobilizes the sociology of collective memory and social movements, political theories of apology and reconciliation, psychological research on intergroup conflict, and philosophical reflections on memory and history. The history problem, he argues, is essentially a relational phenomenon caused when nations publicly showcase self-serving versions of the past at key ceremonies and events: Japan, South Korea, and China all focus on what happened to their own citizens with little regard for foreign others. Saito goes on to explore the emergence of a cosmopolitan form of commemoration taking humanity, rather than nationality, as its primary frame of reference, an approach increasingly used by a transnational network of advocacy NGOs, victims of Japan’s past wrongdoings, historians, and educators. When cosmopolitan commemoration is practiced as a collective endeavor by both perpetrators and victims, Saito argues, a resolution of the history problem—and eventual reconciliation—will finally become possible. The History Problem examines a vast corpus of historical material in both English and Japanese, offering provocative findings that challenge orthodox explanations. Written in clear and accessible prose, this uniquely interdisciplinary book will appeal to sociologists, political scientists, and historians researching collective memory, nationalism and cosmopolitanism, and international relations—and to anyone interested in the commemoration of historical wrongs. When Right Makes Might proposes that the ways in which a rising power legitimizes its expansionist aims significantly shapes great power responses. Stacie E. Goddard theorizes that when faced with a new challenger, great powers will attempt to divine the challenger’s intentions: does it pose a revolutionary threat to the system or can it be incorporated into the existing international order? Goddard departs from conventional theories of international relations by arguing that great powers come to understand a contender’s intentions not only through objective capabilities or costly signals but by observing how a rising power justifies its behavior to its audience. To understand the dynamics of rising powers, then, we must take seriously the role of legitimacy in international relations. A rising power’s ability to expand depends as much on its claims to right as it does on its growing might. As a result, When Right Makes Might poses significant questions for academics and policymakers alike. Underpinning her argument on the oft-ignored significance of public self-presentation, Goddard suggests that academics (and others) should recognize talk’s critical role in the formation of grand strategy. Unlike rationalist and realist theories that suggest rhetoric is mere window-dressing for power, When Right Makes Might argues that rhetoric fundamentally shapes the contours of grand strategy. Legitimacy is not marginal to international relations; it is essential to the practice of power politics, and rhetoric is central to that practice.

Employing a considerable range of new source materials and eyewitness testimony on the German side, it highlights the roles of the Nazi Party ‘enforcer’ and Gestapo representative in East Asia, Josef Albert Meisinger, and of the officer commanding German naval forces in the Pacific region, Admiral Paul Werner Wenneker, agent Richard Sorge as whose relations with the Japanese Navy in the 1930s were observed and recalled by Engineer-Commander George C. Ross, the UK assistant naval attaché in Japan. The reactions of the German aero-engineer, Willi Foerster, a client of the Soviet radio operator, Max Clausen, to both Meisinger and Wenneker in the 1940s are also documented. On the Japanese side, new evidence is employed which examines the influence of the right-wing business and political figure, Sasagawa Ryôichi, on domestic events during the era of ‘Tennô-fascism’ and its aftermath. Similarly, an analysis of the role of the head of wartime Japanese military intelligence in eastern Europe, General Onodera Makoto, based in Stockholm, indicates the extent of opposition within the Japanese army to factional groups wedded to Nazi ideology and strategy and the ongoing support in Japan for anti-Soviet and anti-communist policies in the post-war era.

Book excerpt: Buddhism, often described as an austere religion that condemns desire, promotes denial, and idealizes the contemplative life, actually has a thriving leisure culture in Asia. Creative religious improvisations designed by Buddhists have been produced both within and outside of monasteries across the region—in Nepal, Japan, Korea, Macau, Hong Kong, Singapore, Laos, Thailand, and Vietnam. Justin McDaniel looks at the growth of Asia’s culture of Buddhist leisure—what he calls “socially disengaged Buddhism”—through a study of architects responsible for monuments, museums, amusement parks, and other sites. In conversation with noted theorists of material and visual culture and anthropologists of art, McDaniel argues that such sites highlight the importance of public, leisure, and spectacle culture from a Buddhist perspective and illustrate how “secular” and “religious,” “public” and “private,” are in many ways false binaries. Moreover, places like Lek Wiriyaphan’s Sanctuary of Truth in Thailand, Suối Tiên Amusement Park in Saigon, and Shi Fa Zhao’s multilevel museum/ritual space/tea house in Singapore reflect a growing Buddhist ecumenism built through repetitive affective encounters instead of didactic sermons and sectarian developments. They present different Buddhist traditions, images, and aesthetic expressions as united but not uniform, collected but not concise: Together they form a gathering, not a movement. Despite the ingenuity of lay and ordained visionaries like Wiriyaphan and Zhao and their colleagues Kenzo Tange, Chan-soo Park, Tadao Ando, and others discussed in this book, creators of Buddhist leisure sites often face problems along the way. Parks and museums are complex adaptive systems that are changed and influenced by budgets, available materials, local and global economic conditions, and visitors. Architects must often compromise and settle at local optima, and no matter what they intend, their buildings will develop lives of their own. Provocative and theoretically innovative, Architects of Buddhist Leisure asks readers to question the very category of “religious” architecture. It challenges current methodological approaches in religious studies and speaks to a broad audience interested in modern art, architecture, religion, anthropology, and material culture. Developed during the Edo (1600–1868) and Meiji (1868–1912) periods, it is still popular today, with many contemporary Japanese comedians having originally trained as rakugo artists. Rakugo is divided into two distinct strands, the Tokyo tradition and the Osaka tradition, with the latter having previously been largely overlooked. This pioneering study of the Kamigata (Osaka) rakugo tradition presents the first complete English translation of five classic rakugo stories, and offers a history of comic storytelling in Kamigata (modern Kansai, Kinki) from the seventeenth century to the present day. Considering the art in terms of gender, literature, performance, and society, this volume grounds Kamigata rakugo in its distinct cultural context and sheds light on the 'other' rakugo for students and scholars of Japanese culture and history.
