Book excerpt: As the debate about unification has recently been enlivened in Korean society, the flame of hope for unification is being re-kindled. However, there are still many who focus solely on the enormous costs involved, while others remain passive toward the unification issue. Particularly members of the younger generation feel satisfied with ‘co-existence under an unstable peace’ as a divided peninsula. However, as indicated in a special report by the Russian Institute of World Economy and International Relations (IMEMO) which assessed that “North Korea is already in the process of collapse,” the unification issue is no longer something we can avoid. Therefore, armed with this consciousness of the problems of our era, this project assesses the significance of the recent rekindling of interest in unification and considers a new vision of unification and its potential value, dealing intensively with the positions and roles of the four neighboring powers regarding unification as well as ideas for strategic cooperation among South Korea and its powerful neighbors. The publication of this project owes much to the diligent efforts of KINU research associates such as Hyo Min Lee, Uichan Ko and Jisuk Park who reviewed and edited the various papers. Also, the English version of this publication benefited greatly from the accurate translations done by research associates Meredith Rose Shaw and Hyo Min Lee. Book excerpt: While the United States and its allies put their military focus on the post-9/11 challenges of counter-terrorism and counter-insurgency, Russia and China put their military focus onto the United States and the risks of regional wars that they came to believe they might have to fight against the United States. Their first priority was to put their intellectual houses in order-that is, to adapt military thought and strategic planning to the new problem. The result is a set of ideas about how to bring the United States and its allies to a "culminating point" where they choose to no longer run the costs and risks of continued war. This is the "red theory of victory." Beginning in the second presidential term of Obama administration, the U.S. military focus began to shift, driven by rising Russian and Chinese military assertiveness and outspoken opposition to the regional security orders on their peripheries. But U.S. military thought has been slow to catch up. As a recent bipartisan congressional commission concluded, the U.S. intellectual house is dangerously out of order for this new strategic problem. There is no Blue theory of victory. Such a theory should explain how the United States and its allies can strip away the confidence of leaders in Moscow and Beijing (and Pyongyang) in their "escalation calculus"-that is, that they will judge the costs too high, the benefits to low, and the risks incalculable. To develop, improve, and implement the needed new concepts requires a broad campaign of activities by the United States and full partnership with its allies.

The shift to renewed great power competition has become a major factor in the debate over future U.S. defense spending levels, and has led to new or renewed emphasis on the following in discussions of U.S. defense strategy, plans, and programs: * grand strategy and geopolitics as part of the context for discussing U.S. defense budgets, plans, and programs; * nuclear weapons and nuclear deterrence;* new U.S. military service operational concepts;* U.S. and NATO military capabilities in Europe;* capabilities for conducting so-called high-end conventional warfare (i.e., largescale, high-intensity, technologically sophisticated warfare) against countries such as China and Russia; * maintaining U.S. technological superiority in conventional weapons;* speed of weapon system development and deployment as a measure of merit in defense acquisition policy;* mobilization capabilities for an extended-length large-scale conflict against an adversary such as China or Russia;* minimizing reliance in U.S. military systems on components and materials from Russia and China; and* capabilities for countering so-called hybrid warfare and gray-zone tactics employed by countries such as Russia and China.
