What is left of previous positive experiences and mutually beneficial interactions between the two parties? And, what new communication practices and strategies might Russia and Europe use? In addition, the growing influence of the Trump administration has destabilized the transatlantic security community, compelling Europe—especially the European Union—to rethink its relations with Russia. The volume editors’ primary goal is to illuminate the nature of the deteriorating security relationship between Europe and Russia, and the key implications for its future. While the book is timely, the editors and contributors also draw out long-term lessons from this era of diplomatic degeneration to show how increasing cooperation between two regions can devolve into rapidly escalating conflict. While it is possible that the relationship between Russia and Europe can ultimately be restored, it is also necessary to understand why it was undermined in the first place. The fact that these transformations occur under the backdrop of an uncertain transatlantic relationship makes this investigation all the more pressing. Russian engagement with the leading Euro-Atlantic institutions on a special, but still subordinate, nonmember basis remains a clever yet suboptimal substitute. Such relationships, as this monograph about Russia and the European Union explains, tend to produce shallow collaboration, symbolic summitry and costly standoffs. Closer cooperation is blocked by an ongoing dispute over terms, which is rooted in asymmetries in power, ambivalent preferences, uncertainty about the distributional costs and benefits of deeper engagement, and Russia's continued unwillingness or inability to lock-in the liberal domestic structures necessary to make credible commitments. Moscow's renewed self-confidence and geopolitical ambitions, bolstered by sustained economic growth and high energy prices, complicate the bargaining and further strain these special relationships which persist for lack of a realistic, superior alternative.

Book excerpt: The 2014 Ukrainian crisis has highlighted the pro-Russia stances of some European countries, such as Hungary and Greece, and of some European parties, mostly on the far-right of the political spectrum. They see themselves as victims of the EU “technocracy” and liberal moral values, and look for new allies to denounce the current “mainstream” and its austerity measures. These groups found new and unexpected allies in Russia. As seen from the Kremlin, those who denounce Brussels and its submission to U.S. interests are potential allies of a newly re-assertive Russia that sees itself as the torchbearer of conservative values. Predating the Kremlin’s networks, the European connections of Alexander Dugin, the fascist geopolitician and proponent of neo-Eurasianism, paved the way for a new pan-European illiberal ideology based on an updated reinterpretation of fascism. Although Dugin and the European far-right belong to the same ideological world and can be seen as two sides of the same coin, the alliance between Putin’s regime and the European far-right is more a marriage of convenience than one of true love. This unique book examines the European far-right’s connections with Russia and untangles this puzzle by tracing the ideological origins and individual paths that have materialized in this permanent dialogue between Russia and Europe.

Book excerpt: The relationship between the European Union and Russia has been going through a difficult phase with disputes over energy supplies, foreign policy issues, and tension between Russia and individual Member States. The change of presidency in Russia provides an opportunity to take stock and to consider whether this deterioration can and should be reversed. Russian politicians emphasise the importance of the relationship. This report discusses how the relationship might be developed in practice. The report examines Russia as a European country, its recent history, and the current economic situation in Russia. It then considers the institutional framework for Russia-EU relations, including the Partnership and Co-operation Agreement. The Committee believes closer co-operation should be fostered in several areas of common interest: economic, freedom, security and justice, research and education and culture. Energy is an important subject: there are concerns about whether Russia can supply sufficient gas and oil to meet its current and foreseeable domestic demand and international commitments. The security of energy supply to the EU is vital. The Russian view of international security issues is also very different from that of the West, and developments in the near neighbourhood of Russia are a very sensitive geopolitical area. Russian support for Serbia is contrasted with their co-operation on Iran. The two sides work together usefully on the Middle East, terrorism, non-proliferation, and other issues. The EU should continue and strengthen its efforts to reach common ground with the Russians on such international issues, but should also speak out if the Russian government falls short of the standards it has formally accepted in a number of international agreements.
