Book excerpt: For far too long, the United States has acted timidly in the face of increased Russian aggression, unwilling to confront Putin for fear of provoking a confrontation. It isn't just the executive branch: Congress has played its role too. For years, administrations have been offering concessions to Russia, and Congress has allowed this to happen. The Bush administration presented a civilian nuclear cooperation agreement, a 123 agreement to Congress, despite concerns Russia was then providing Iran with nuclear technology and providing Syria with advanced conventional weapons in violation of the Iran, North Korea, and Syria Nonproliferation Act. President Bush withdrew the proposed nuclear accord, but only after Russia invaded Georgia. That didn't stop the Obama administration from falling into the same trap, officially submitting to the U.S.-Russia Nuclear Cooperation Agreement to Congress in 2010, despite overwhelming evidence of Russian involvement in Iran's nuclear and conventional weapons program and congressional efforts to strengthen sanctions against Iran. Russia is not a U.S. ally, not in Syria, not in Iran, not on human rights issues. Putin is a strong man, and tyrants like him only respond to strength, not just perceived strength, but actual strength. Russia is fragile, and this show of force is just that, a show by Putin. It is time for the U.S. to reclaim its leadership role on the global stage and, particularly, in the Middle East and with respect to Russia.

The work argues that, by conflating personalistic regime survival with national security, Putin ensures that contemporary Russian national interest, as expressed through strategic behavior, is the synthesis of a peculiar troika: a long-standing imperial strategic culture, rooted in a partially imagined past; the operational code of a counter-intelligence president and decision-making elite; and the realities of Russia as a hybrid state. The book first examines the role of structure and agency in shaping contemporary Russian strategic behavior. It then provides a conceptual understanding of strategic culture, and applies this to Tsarist and Soviet historical developments. The book’s analysis of the operational code, however, demonstrates that Putinism is more than the sum of the past. At the end, the book assesses Putin’s statecraft and stress-tests our assumptions about the exercise of contemporary power in Russia and the structure of Putin’s agency. This book will be of interest to students of Russian politics and foreign policy, strategic studies and international relations.

Book excerpt: While the literature on Russia in the Middle East is extensive, recent analysis has understandably focused on Syria, giving less attention to Moscow's relations with other countries in the region. As of late 2016, this lack of focus on Russian activity in the broader Middle East had left the important question of Moscow's regional strategy and longer-term intent all but unaddressed. This Perspective seeks to identify the important elements of Russian interests in the Middle East beyond Syria, to define the nature of Russian engagement in the region, and to describe the contours of a Russian strategy in the Middle East. Russia has goals, but to Western observers they appear to be either transactional or, in the longer term, generalizable to the point that they constitute broad precepts rather than global, regional, or state-specific strategies. This perception is at least partly accurate. The authors contend that while Russia may not have a clear ends-driven regional strategy, its actions suggest it is applying a generalized, functional strategy: It constantly seeks to improve its short-term economic, military, and political advantages while reducing the short-term advantages of prospective adversaries.
