First, how the process of military ‘transformation’- in terms of technological advances and new ways of conducting warfare - has impacted on the militaries of various countries. Second, the volume investigates the social dimensions of military transformation. It reveals the expanding breadth of tasks that contemporary armed forces have been required to address. The book argues that the development of Russia’s political economy mattered for foreign policy over the quarter of a century from 1992 to 2018. Energy companies’ roles in institutional development enabled them to influence foreign policy formation, and they became available as tools to implement foreign policy. The extent to which it happened for each company varied with their accessibility to the Russian state. Institutional development increased state capacity, in a way that strengthened Russia’s political regime. The book shows how the combined power of several companies in the gas, oil, electricity, and nuclear energy industry was a key feature of Russian foreign policy, both in bilateral relationships and in support of Russia’s regional position. In this way, Russia’s energy resources were converted to regional influence. The book contributes to our understanding of Russia’s political economy and its influence on foreign policy, and of the formation of policy towards post-Soviet states.

Yet the probability of forms of cyber conflict, regional or even global, could be argued as being very high. Small countries are usually signatories to military and economic alliances with major world powers but rely heavily on the technical ability of these powers in protecting their own national interests. They may be considered to be IT ’technology colonies’. Their cyber infrastructure is usually fully imported and their ability to assess it is limited. This book poses the question: to what extent should, or can, a small country prepare itself for handling the broad range of cyber threats? Looking at cyber-warfare, cyber-terrorism, cyber-crime and associated concerns, national experts from New Zealand, Australia, The Netherlands, and Poland present analyses of cyber-defence realities, priorities and options for smaller countries. They show that what is needed is the ability of small nations to be able to define and prepare appropriate responses such as the role of military/law enforcement/business entities, continuity and resilience strategies, incident response and business continuity plans and more for handing nationally-aimed cyber-attacks particularly where these address national critical infrastructures.
