Book excerpt: While we know a great deal about the benefits of regional integration, there is a knowledge gap when it comes to areas with weak, dysfunctional, or nonexistent regional fabric in political and economic life. Further, deliberate “un-regioning,” applied by actors external as well as internal to a region, has also gone unnoticed despite its increasingly sophisticated modern application by Russia in its peripheries. This volume helps us understand what Anna Ohanyan calls “fractured regions” and their consequences for contemporary global security. Ohanyan introduces a theory of regional fracture to explain how and why regions come apart, consolidate dysfunctional ties within the region, and foster weak states. Russia Abroad specifically examines how Russia employs regional fracture as a strategy to keep states on its periphery in Eurasia and the Middle East weak and in Russia's orbit. It argues that the level of regional maturity in Russia’s vast vicinities is an important determinant of Russian foreign policy in the emergent multipolar world order. Many of these fractured regions become global security threats because weak states are more likely to be hubs of transnational crime, havens for militants, or sites of protracted conflict. The regional fracture theory is offered as a fresh perspective about the post-American world and a way to broaden international relations scholarship on comparative regionalism.

Television and newspapers, together with the emergence of social media, have had great influence on the political debate in various countries. Ownership of the media has been a factor in many instances. The integration of traditionally isolated Central/Eastern Europe into larger, worldwide trends has fundamentally changed the way we look at the media in this region. This volume proposes to address the transition of the media and communication industries in the contemporary period. The contributions discuss, among other things, the obstacles that still remain for the media to play an effective watchdog role in the new democracies, and whether the advent of the Internet and social media has helped or hindered the transformation to a powerful, independent media. The discussion further examines whether advertising agencies have targeted post-communist citizens differently than those in Western European countries and if the media markets in the post-communist region are fundamentally different than in Western Europe and North America. A second focus of the volume is the media coverage of social issues like domestic violence, which is intended to draw attention to these issues and influence policy in a more aware and open society. This establishes the trend of post-communist media following the example of western media practice. The implications of the Central European media transformation for the newly transforming media markets in the post-Soviet space suggest a new phase in the development of the medium. The impact of global influences on regional expression is an important aspect of the political and social changes that are underway. It demonstrates that the extent of democratisation varies across regions, and that this variation is connected to the extent of liberalisation of the economy. Moreover, it argues that the key factor in producing this linkage is the relative prominence of small business owners and their supporters in articulating their interests vis-à-vis regional and local administrations, especially through the institutionalisation of networks and business associations. The book develops its key theses by means of detailed analysis of the experiences of four case study regions. Book excerpt: This collection of essays addresses the challenge of modern nationalism to the tsarist Russian Empire. First appearing on the empire’s western periphery this challenge, was most prevalent in twelve provinces extending from Ukrainian lands in the south to the Baltic provinces in the north, as well as to the Kingdom of Poland. At issue is whether the late Russian Empire entered World War I as a multiethnic state with many of its age-old mechanisms run by a multiethnic elite, or as a Russian state predominantly managed by ethnic Russians. The tsarist vision of prioritizing loyalty among all subjects over privileging ethnic Russians and discriminating against non-Russians faced a fundamental problem: as soon as the opportunity presented itself, non-Russians would increase their demands and become increasingly separatist. The authors found that although the imperial government did not really identify with popular Russian nationalism, it sometimes ended up implementing policies promoted by Russian nationalist proponents. Matters addressed include native language education, interconfessional rivalry, the “Jewish question,” the origins of mass tourism in the western provinces, as well as the emergence of Russian nationalist attitudes in the aftermath of the first Russian revolution.
