This paper examines the various root causes of the demographic crisis analyzing their impact on the society and focuses in particular on the human resource impact and implications affecting the Armed Forces of the Russian Federation. The demographic crisis in Russia limits the policy options available to its political and military leaders and creates havoc for the international community as to how it could and should deal with Russia as a major power on the world stage. The post-September 11th environment requires greater cooperation and alliances among nations to combat a growing number of trans-national and asymmetrical threats such as terrorism, insurgencies, nuclear proliferation, and the trafficking of drugs and people. A strong and stable Russia is a critical component in the on-going efforts of the free world to re-shape the global security landscape to meet the new and emerging threats of the 21st century.

Men's life expectancy dropped by six years; women's life expectancy dropped by three. Middle-aged men living in Moscow were particularly at risk of dying early deaths. While the early 1990s represent the apex of mortality, the crisis continues. Drawing on fieldwork in the capital city during 2006 and 2007, this account brings ethnography to bear on a topic that has until recently been the province of epidemiology and demography. Middle-aged Muscovites talk about being unneeded (ne nuzhny), or having little to give others. Considering this concept of "being unneeded" reveals how political economic transformation undermined the logic of social relations whereby individuals used their position within the Soviet state to give things to other people. Being unneeded is also gendered--while women are still needed by their families, men are often unneeded by state or family. Western literature on the mortality crisis focuses on a lack of social capital, often assuming that what individuals receive is most important, but being needed is more about what individuals give. Social connections--and their influence on health--are culturally specific. In Soviet times, needed people helped friends and acquaintances push against the limits of the state, crafting a sense of space and freedom. When the state collapsed, this sense of bounded freedom was compromised, and another freedom became deadly. This book is a recipient of the annual Norman L. and Roselea J. Goldberg Prize for the best project in the area of medicine.

The findings of this report suggest that the risks of civil conflict (deadly violence between governments and non-state insurgents, or between state factions within territorial boundaries) that are generated by demographic factors may be much more significant than generally recognized, and worthy of more serious consideration by national security policy makers and researchers. Its conclusions-drawn from a review of literature and analyses of data from 180 countries, about half of which experienced civil conflict at some time from 1970 through 2000-argue that: Recent progress along the demographic transition-a population's shift from high to low rates of birth and death is associated with continuous declines in the vulnerability of nation-states to civil conflict. If this association continues through the 21st century, then a range of policies promoting small, healthy and better educated families and long lives among populations in developing countries seems likely to encourage greater political stability in weak states and to enhance global security in the future.
