The region experienced two decades of simmering conflicts even before Moscow's illegal annexation of Crimea in 2014, and Russia has used military force against other countries in the region four times since 2008. As participants at a March 2019 workshop in Bucharest, Romania, discussed, Russia is also using informational, economic, energy, and clandestine instruments to advance its goals of transforming the Black Sea, along with the Sea of Azov, into virtual internal waterways, where Russia can have the kind of freedom of action it has achieved in the Caspian Sea. While the Black Sea littoral countries want to protect themselves from Russian hostile interference, domestic political factors as well as the countries' membership in or level of association with the European Union and NATO influence the degree of overlap and divergence in their interests. Under the circumstances, it is difficult for Western countries to craft and implement a coherent, sustainable strategy to protect common interests and counter malign Russian influence and intimidation, even as it is critical that they do so.

This book adds to the growing body of research on the region, presenting the facts of the current situation and asking what can be done in the Black Sea region for it to survive given its precarious security environment. Romania, a nation historically embattled between the East and West, positions itself as a stalwart ally of the United States against a resurgent Russia. To understand the motivations of each actor, one must be keenly aware of both the history and the culture of each side. As the United States navigates into unforeseen waters piloted by the Trump administration, a possible battle on the Black Sea appears imminent, if not in military might then certainly in ideology. This study explores the past interactions of Romania, the United States, and Russia through an historical perspective in order to analyze present motivations. An attempt to understand intentions behind actions may prove helpful in preventing a possible flashpoint on the Black Sea and a renewed Cold War. The study will contain chapters on the major influences in Romania and the Black Sea as well as chapters containing the differing historical and cultural perspectives of actors involved. The first chapter will be the introduction outlining the history of Romania in regard to the effects on current issues. Following the introduction will be chapters on Romania's evolution in NATO and the European Union as well as the relationship specifically with that of the United States. In addition, a chapter will discuss current issues and conflicts from the western perspective and then that of the Russian perspective. The final chapter and conclusion will provide implications for future Black Sea/Romania-Russia potential for cooperation as well as conflict. Russia's aggressive actions, including provocative military activities in the periphery of NATO territory and its demonstrated willingness to attain political goals by the threat and use of force, are a source of regional instability, fundamentally challenge the Alliance, have damaged Euro-Atlantic security, and threaten our long-standing goal of a Europe whole, free, and at peace. ... Russia's destabilizing actions and policies include the ongoing illegal and illegitimate annexation of Crimea, which we do not and will not recognize and which we call on Russia to reverse; the violation of sovereign borders by force; the deliberate destabilization of eastern Ukraine; large-scale snap exercises contrary to the spirit of the Vienna Document, and provocative military activities near NATO borders, including in the Baltic and Black Sea regions and the Eastern Mediterranean; it's irresponsible and aggressive nuclear rhetoric, military concept and underlying posture; and its repeated violations of NATO Allied airspace.

The history of Muscovy's development before the Russian Empire is mainly connected with the process of increasing expansion on the Black sea and in the Caucasus region. Traditionally, the Black sea was considered an internal water for the Russian Empire, and any foreign presence was perceived as a threat. During the Cold war, the black sea region was not of primary importance to NATO and the Soviet Union, primarily due to the weakness of the North Atlantic bloc in the region.The changing balance of power resulting from the collapse of the Organization of Warsaw Treaty and the inclusion of Bulgaria and Romania, and the prospect of Ukraine and Georgia joining NATO, put Russia in a difficult position. The 2008 war against Georgia and the 2014 annexation of the Crimea can be seen as Russia's attempt to maintain the balance of power in the region. The rapid strengthening of Turkey's position in the region poses new challenges for Russian policy to ensure its national security in the Black sea and the Caucasus.

This monograph focuses on the Russian side of this growing estrangement. It finds the Russian roots of this ambivalence or alienation in the increasingly visible manifestations of an autocratic and neo-imperial Russian state and foreign and defense policy. These strong trends in Russian policy inhibit the formation of a genuine security partnership that can provide for Eurasian security in the face of multiple contemporary threats. Indeed, it is debatable whether Russia really wants a comprehensive partnership with NATO. The author examines Russia's perspectives in this relationship and this growing estrangement between the West and Russia, tracing it to trends in Russian domestic, defense, and foreign policies.

Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.
