Book excerpt: The economic and political rise of the BRICS (Brazil, Russia, India, China, and South Africa) and Middle-Income Countries (MICs) have important implications for global agrarian transformation.These emerging economies are undergoing profound changes as key sites of the production, circulation, and consumption of agricultural commodities; hosts to abundant cheap labour and natural resources; and home to growing numbers of both poor but also, increasingly, affluent consumers. Separately and together these countries are shaping international development agendas both as partners in and potential alternatives to the development paradigms promoted by the established hubs of global capital in the North Atlantic and by dominant international financial institutions. Collectively, the chapters in this book show the significance of BRICS countries in reshaping agro-food systems at the national and regional level as well as their global significance. As they export their own farming and production systems across different contexts, though, the outcomes are contingent and success is not assured. At the same time, BRICS may represent a continuation rather than an alternative to the development paradigms of the Global North. The chapters were originally published in a special issue of Third World Thematics: A TWQ Journal.

Simultaneously, recent trends in obesity along with micro-nutrient deficiency portend to a future public health crisis. This book explores various challenges and opportunities to achieve a nutrition-secure future through diversified production systems, improved health and hygiene environment and greater individual capability to access a balanced diet contributing to an increase in overall productivity. The authors bring together the latest data and scientific evidence from the country to map out the current state of food systems and nutrition outcomes. They place India within the context of other developing country experiences and highlight India’s status as an outlier in terms of the persistence of high levels of stunting while following global trends in obesity. This book discusses the policy and institutional interventions needed for promoting a nutrition-sensitive food system and the multi-sectoral strategies needed for simultaneously addressing the triple burden of malnutrition in India.

Book excerpt: Financialization is the increased influence of financial actors and logics on social and economic life, and is one of the key drivers transforming food systems and rural economies around the world. The premise of this book is that the actions of financial actors, and their financial logics, are transforming agri-food systems in profound ways. It is shown that although financialization is a powerful dynamic, some recent developments suggest that the rollout of financialization is contradictory and uneven in different spaces and markets. The book examines cases in which state regulation or re-regulation and social movement resistance are setting roadblocks or speed bumps in the path of financialization, resulting in a ‘cooling off’ of investment, as well as the other side of the argument where there is evidence of a ‘heating up’. The authors address not only the limits to financialization, but also the mechanisms through which financial entities are able to penetrate and re-shape agri-food industries. This book provides both a comparative analysis of financialization blending, and empirical findings with conceptual insights. It explores the connection between financialization, food systems, and rural transformation by critically examining: the concept of financialization and how food and farming are being financialized; the impacts of financialization in the food industry; and financialization in farming and forestry – along with the impacts this has on rural people and communities. Book excerpt: This book is a historical review of international food and agriculture since the founding of the international organizations following the Second World War, including the World Bank and the Food and Agriculture Organization of the United Nations (FAO), the World Food Programme (WFP) and into the 1970s, when CGIAR was established and the International Fund for Agricultural Development (IFAD) was created to recycle petrodollars. Despite numerous international consultations and an increased number of actors, there has been no real growth in international assistance, except for the work of the Bill and Melinda Gates Foundation. The book concurrently focuses on the structural transformation of developing countries in Asia and Africa, with some making great strides in small farmer development and in achieving structural transformation of their economies. Some have also achieved Sustainable Development Goals (SDGs), particularly SDG2, but most have not. Not only are some countries, particularly in South Asia and sub-Saharan Africa, lagging behind, but they face new challenges of climate change, competition from emerging countries, population pressure, urbanization, environmental decay, and dietary transition. Lagging developing countries need huge investments in human capital, and physical and institutional infrastructure, to take advantage of rapid change in technologies, but the role of international assistance in financial transfers has diminished. The COVID-19 pandemic has not only set many poorer countries back but starkly revealed the weaknesses of past strategies. Transformative changes are needed in developing countries with international cooperation to achieve better outcomes. Book excerpt: Managing the ability of agriculture to meet rising global demand and to respond to the changes and opportunities will require good policy, sustained investments, and innovation - not business as usual. Investments in public Research and Development, extension, education, and their links with one another have elicited high returns and pro-poor growth, but these investments alone will not elicit innovation at the pace or on the scale required by the intensifying and proliferating challenges confronting agriculture. Experience indicates that aside from a strong capacity in Research and Development, the ability to innovate is often related to collective action, coordination, the exchange of knowledge among diverse actors, the incentives and resources available to form partnerships and develop businesses, and conditions that make it possible for farmers or entrepreneurs to use the innovations. While consensus is developing about what is meant by 'innovation' and 'innovation system', no detailed blueprint exists for making agricultural innovation happen at a given time, in a given place, for a given result. The AIS approach that looks at these multiple conditions and relationships that promote innovation in agriculture, has however moved from a concept to a sub-discipline with principles of analysis and action. AIS investments must be specific to the context, responding to the stage of development in a particular country and agricultural sector, especially the AIS. This sourcebook contributes to identifying, designing, and implementing the investments, approaches, and complementary interventions that appear most likely to strengthen AIS and to promote agricultural innovation and equitable growth. It emphasizes the lessons learned, benefits and impacts, implementation issues, and prospects for replicating or expanding successful practices. The information in this sourcebook derives from approaches that have been tested at different scales in different contexts. It reflects the experiences and evolving understanding of numerous individuals and organizations concerned with agricultural innovation, including the World Bank.
