All the authors are con-cerned with rural development in Africa and all have focused on the con-nection between the development process and the arrangement of people and their built environment in rural space. Both anthropologists and geo-graphers have contributed to the dialogue on this subject and represen-tatives of the two disciplines are included in this volume. The members of this group have never all been in the same place at the same time, and so have utilized various electronic modes of commu-nication to link their locations around the world. Two conferences were organized, however, among a subset of the whole, in order to generate a group discussion. One of these meetings was a symposium on African rural development held at Temple University while a second was orga-nized at the African Studies Association Meetings in Toronto. Both opportunities helped raise issues that found their way into individual chapters. The audience in each case further stimulated our thinking.

This collection provides a micro economic foundation for understanding the particular growth processes at work within the region’s rural areas, and in so doing provides important insights for policy action. The book provides valuable household- and farm-level evidence about the drivers of rural labour productivity, improvements in access to markets, investment in food value chains, and indeed the role of rural economic growth in Africa’s ongoing rural transformation processes. Some of the features of Africa’s ongoing rural transformation are similar to those of agricultural transformation as experienced in Asia and elsewhere. However, other features of Africa’s rural transformation are unique, and pose important challenges for development policy and planning. Together, the studies compiled in this volume provide an updated, evidence-based, and policy-relevant understanding of where African countries are in their developmental trajectories and the region’s prospects for achieving inclusive forms of development over the next several decades. This calls for decentralisation beyond the dominant concern by states and government with urban spaces. Rural areas, rural development and the future of rural settlements need to be understood and addressed in the context of the ongoing democratisation trends and the emergence and development of civil society. States have tended to tame rather than serve civil society in Africa. By establishing a single cultural reference and imposing a centralised state, African governments have exacerbated the fragmentation of civil society. However, political pluralism has slowly been gaining ground since the 1990s. This book explores the scope for implementing decentralisation programmes that focus on citizens in rural areas. For the purpose of decentralisation, civic participation in local politics and user participation in development programmes must be seen as two sides of the coin. The book focuses on spatial planning - a process concerned with spatial organisation in an integrative manner, and incorporates the design, establishment and implementation of a desired spatial structural organisation of land. This is especially relevant in a context where the formulation of guidelines for spatial development at the overall level of a state is inadequate.

Book excerpt: The main goal of this book is to put urbanization and its challenges squarely on Africa’s development agenda. Planned urbanization can improve living conditions for the majority, help in the expansion of the middle class, and create conditions for economic transformation. However, many African cities have developed haphazardly, resulting in the decline of public services, in slum proliferation, and increases in poverty. African cities thrive on activities characterized by easy entry and low productivity, generally referred to as the "informal sector". Indeed, today some urban dwellers are poorer than their cousins in the countryside. In spite of reform attempts, many governments have not been able to create an enabling environment, with adequate infrastructure and institutions to sustain markets for easy exchange and production. This study argues that with careful policies and planning, the situation can be changed. If the recent natural resource-led economic boom that we have seen in many African countries is used for structural reforms and urban renewal, African cities could become centers of economic opportunity. The challenge for African policymakers is to ensure that urban development is orderly and that the process is inclusive and emphasizes the protection of the environment, hence green growth.
