Indeed, nonfarm work accounts for between one-third and one-half of rural incomes in the developing world. In recent years, accelerating globalization, increasing competition from large businesses, expanding urban markets for rural goods and services, and greater availability of information and communication technology have combined to expose rural nonfarm businesses to new opportunities as well as new risks. By examining these rapid changes in the rural nonfarm economy, international experts explore how the rural nonfarm economy can contribute to overall economic growth in developing countries and how the poor can participate in this rapidly evolving segment of the economy. The authors review an array of recent studies of the rural nonfarm economy in order to summarize existing empirical evidence, explore policy implications, and identify future research priorities. They examine the varied scale, structure, and composition of the rural nonfarm economy, as well as its relationship with agricultural and urban enterprises. And they address key questions about the role of public intervention in the rural nonfarm economy and how the rural poor can participate in and navigate the rapid transition underway in rural areas. The contributors offer new insights to specialists in rural development and to others interested in overall economic development.

These Rates Coexist With A Rising Percentage Of Rural Workers In Agriculture (In Contrast To All-India) And With A Smaller Share Of Rnfe In The Rural Workforce Relative To All-India. These Facts Appear To Be Linked To Ap S Unemployment (Higher, Rising Faster, Than Elsewhere). The Central Hypothesis Is: There Are Two Sorts Of Rnfe, Traditional And Modern. A High Traditional Rnfe Share (And Its Growth) Is Associated With Distress Diversification. A High Modern Rnfe Share (And Its Growth) Is Associated With Rural Growth Linkages From Agriculture . Using District Level Data, The Analysis Reveals That Variations In Irrigation, Farm Size, Literacy, Urbanisation, Commercialisation, Infrastructure And Poverty Are Significantly Associated With Variations In Rnfe. Household Level Primary Data Collected For 2 Villages In 1993-94, Also Reveals That A Range Of Demographic And Economic Variables Are Associated With Inter-Household Variations In Rnfe, Some Of Which Coincide With Those Identified In The Inter-District Analysis. They Include: Farm Size, Education, Farm Output, Caste, Migration In, Seasonality, Skills, Poverty, Household Head S Age, And Family Size. Case Studies Of Individual Households Reveal That Rnfe Often Faces Financial Problems For Working Capital, Insufficient Earnings, And Inability To Cope With Technological Changes. The Data Analysis Supports The Hypothesis That Growth Linkages Are The Main Explanation For High Shares In, And The Growth Of, Modern Rnfe, And Distress Diversification For Traditional Rnfe. It Also Demonstrates A Strong, Significant Association Between Traditional Rnfe And Low Literacy And Modern Rnfe And High Literacy. Government Self-Employment Schemes As Well As The Development Of Agricultural Infrastructure, E.G. Irrigation, And Improvements In Rural Educational Standards Are Therefore Policies Likely To Accelerate The Growth Of Rnfe Shares.

Book excerpt: The literature on transition economies devotes relatively little attention to agriculture and the rural non-farm economy, despite the importance of the sector and its relevance to the livelihoods of the majority of the world's poor. This paper is part of a growing volume of empirical work on agriculture in transition countries and especially on the topic of the rural non-farm economy and livelihood diversification among the poor. The empirical work presented in this report is primarily based on large (nation-wide) rural household surveys and other field-related research activities using a broad range of methodologies. In recent years there has been growing recognition of the role of the non-farm sector for employment, income smoothing and income generation in rural areas in the developing, developed and transition countries. However, there has been limited focus on the factors that determine people's capacity to take advantage of or to generate these opportunities. It is hypothesised that two processes are apparent: demand-pull, where rural people respond to new opportunities; and distress-push, where the poorest are driven to seek non-farm employment as a survival strategy. Sometimes these processes work together. The non-farm sector is thus vital for rural employment and incomes in situations of both stagnant and buoyant agriculture and rural economy as a whole. It is vital for Armenia and Georgia's economic growth, as the development of remunerative and sustainable non-farm employment opportunities will have important effects in terms of poverty reduction. It is also important for Romania's EU accession, currently foreseen in 2007, as the development of remunerative and sustainable non-farm employment opportunities will have important effects in terms of the use of future structural funds, regional assistance and the implementation of the Common Agricultural Policy. This research identifies the key socio-economic factors, resources, activities and constraints to rural households and enterprises in the non-farm rural economy. These data were collected at the micro-level and analysed in the context of the sustainable livelihoods framework, farm systems theory and contemporary econometric methodologies. The aim was to derive policy conclusions conducive to the development of sustainable rural livelihoods.

Agriculture is crucial to Pakistan’s economy. Almost half of the country’s labor force works in the agricultural sector, which produces food and inputs for industry (such as cotton for textiles) and accounts for over a third of Pakistan’s total export earnings. Equally important are nonfarm economic activities in rural areas, such as retail sales in small village shops, transportation services, and education and health services in local schools and clinics. Rural nonfarm activities account for between 40 and 57 percent of total rural household income. Their large share of income means that the agricultural sector and the rural nonfarm economy have vital roles to play in promoting growth and reducing poverty in Pakistan.

Book excerpt: May 1995 Although governments in some countries are implementing projects to support small-scale and rural enterprises, more commonly the rural nonfarm sector operates in a policy environment that is biased against it. This survey highlights the positive roles that the rural nonfarm sector can play in promoting growth and welfare by slowing rural-urban migration, using more appropriate technologies, providing seasonal or alternative employment for those left out of agriculture, and improving household security through diversification. The apparent neglect of this sector does not seem warranted on the basis of available information. So little is known about the rural nonfarm sector that those making policy to assist rural small-scale enterprises have done so largely unencumbered by evidence. The Lanjouw survey of nonfarm data and policy experience attempts to correct this. Until recently, the commonly held view was that rural nonfarm employment was relatively nonproductive, producing goods and services of low quality. The rural off-farm sector was expected to wither away with development and rising incomes, and this was viewed as a positive, rather than a negative, event. A corollary of this view was that the government need not actively worry about the sector -- or be concerned about how policies elsewhere might harm it. More recently, opinion has swung the other way, and it is increasingly argued that neglect of the sector would be mistaken. The survey highlights the positive roles that the rural nonfarm sector can play in promoting both growth and welfare. In the widespread situation of a rural workforce growing faster than the employment potential in agriculture, the nonfarm rural sector can lower unemployment and slow rural-urban migration. It is particularly useful in employing women and providing off-season incomes. The technologies used in small-scale rural manufacturing may be more appropriate and thus generate greater income from available productive inputs. What role could government play in promoting the nonfarm sector? The emphasis of government policy has been on large-scale urban industry as the main engine of growth. More recently, there has been a move toward a more broad-based growth approach, with greater emphasis on the development of agriculture and the rural economy. Increasingly countries have targeted project assistance schemes, for example to provide training, infrastructure, and technology to support small-scale and rural enterprises. Nonetheless, in most countries it remains true that projects to support the nonfarm rural sector are undertaken in a policy environment which is biased against this sector. This paper -- a product of the Office of the Vice President, Development Economics -- was prepared as a background paper for World Development Report 1995 on labor.

Book excerpt: This paper empirically investigates the role of off-farm and non-agricultural activities in Myanmar’s rural sector, based primarily on the nationally representative MLCS 2016/17. We find evidence of extensive diversification: rural households are generating about 25 percent of their income on the farm; the remaining income comes from wage labor (34 percent), non-agricultural businesses (27 percent), and about 15 percent from passive sources (remittances and others). More than half of rural households engage in non-farm activities. Despite this large participation, the non-farm sector is informal and has yet to reach its full job-creating potential. Diversification is broad-reaching, and prevalent at all levels of income; however, wealthier households participate more heavily in the non-farm sector. Land constraints, household size, education levels, and gender all appear correlated with households’ propensity to diversify. Since the start of the twin crises, we continue to see significant diversification in rural incomes and all sectors – farm and non-farm – suffering very similar income shocks.

A third section focuses on public policies, governance and urban services with a set of macro-analysis based papers and specific case studies. Understanding the nature of production and innovation in non-metropolitan contexts closes this volume. Finally, though focused on India, this research raises larger questions with regard to the study of urbanisation and development worldwide.
