Book excerpt: Indonesia's gross domestic product growth rate declined significantly after the Asian financial crisis (AFC) of 1997–1998. The country's potential and balance-of-payments growth rates are only about 5.5% and 3%, respectively. One important reason is that the country's industrialization pace declined after the AFC. Today, Indonesia is still exporting many unprocessed natural resources and simple manufactures (not complex products) with a low income elasticity of demand. This report analyzes how Indonesia's manufacturing sector could diversify and upgrade during 2020–2024 and beyond. This is essential if Indonesia is to attain upper middle-income status as soon as possible. Policy makers and the private sector need to collaborate to identify the coordination failures that hamper the discovery of those products that Indonesia could successfully produce and export. These must be complex products with a high income elasticity of demand. The report proposes a number of policies to expedite this process.

Recent years have seen a substantial effort by the Indonesian government to improve the investment climate. To date, much of this effort has focused on the constraints faced by businesses at the national level. However, if Indonesia is to be successful in creating jobs and reducing poverty across the archipelago, this will require improving the investment climate for the 15.7 million micro and small enterprises that employ more than half of all the non-farm workers in the country. This book brings together leading Indonesian and international academics to consider seven key constraints that RNFEs face: labour regulations and practices; infrastructure; competition and marketing; knowledge transfer and technology; access to credit and financial services; local taxation and user charges; and insecurity. In each case the authors draw on the Indonesian Rural Investment Climate Survey, a unique dataset of more than 2,500 RNFEs, to identify the size and nature of the constraints, the way in which they impact upon enterprise growth and the implications for policy. In addition, a key chapter estimates the strength of the linkage between agriculture and non-agricultural activities in rural areas, showing that agricultural revitalization is an essential complement to the development of the non-farm economy. "Understanding the rural investment climate in both slow- and fast-growing economies has taken on new urgency in the wake of the world food crisis. The rural non-farm economy often provides half or more of the income of farm families and is especially important for food-deficit rural households hard-hit by rising food prices. It principal thesis is that many centuries of intensifying wet-rice cultivation in Indonesia had produced greater social complexity without significant technological or political change, a process Geertz terms "involution". Written for a US-funded project on the local developments and following the modernization theory of Walt Whitman Rostow, Geertz examines in this book the agricultural system in Indonesia and its two dominant forms of agriculture, swidden and sawah. In addition to researching its agricultural systems, the book turns to an examination of their historical development. Of particular note is Geertz's discussion of what he famously describes as the process of "agricultural involution" in Java, where both the external economic demands of the Dutch rulers and the internal pressures due to population growth led to intensification rather than change.

Book excerpt: Studies of Indonesian politics have long focused upon the military and the bureaucracy because it is within these institutions that formal power is located, not the parties, unions, chambers of commerce or corporations. However, such an approach can neglect the powerful influences exerted upon the state by social and economic forces. This important and controversial new book examines the way in which one of these forces, capital, has emerged in the past two decades as a major influence upon the state, its officials and policies. The emergence of the capitalist class is examined, along with its internal divisions and conflicts and its relations with the state. In particular, attention is given to the fusion of the ruling strata of state officials and the capitalist class - the potential basis for a new ruling class. This is set against the weakness of capital caused by its division into domestic and international, state and private, Chinese and indigenous. These factors are in turn set in the context of international influences - the rise and fall of the oil boom, the activities of the IBRD and IMF, the decline of export earnings and the fiscal difficulties of the state. Since its original publication in 1986, Indonesia: The Rise of Capital has been the best selling academic book on Indonesian politics and the most cited in the SSCI and Google Scholar citation indexes. About the Author At the time of this publication in 1986, Richard Robison was Senior Lecturer in the Asian Studies Program at Murdoch University. He is now Emeritus Professor at Murdoch University and has been Professor of Political Economy at the International Institute of Social Studies in The Hague (2003-2006) and Professor and Director of the Australian Research Council's Special Centre for Research on Political and Social Change in Contemporary Asia (1995-1999). He is the author, editor of 14 books and has published in major international journals, including World Politics, World Development, Pacific Review, New Political Economy and the Journal of Development Studies. Professor Robison has been awarded Senior research fellowships from the Fulbright Foundation and the Leverhulme Trust.

Proponents highlight the potential for job creation and poverty alleviation, but scholars are more cautious, noting that social impacts of oil palm are not well understood. This report draws upon primary research in West Kalimantan to explore the gendered dynamics of oil palm among smallholders and plantation workers. It concludes that the social and economic benefits of oil palm are real, but restricted to particular social groups. Among smallholders in the research area, couples who were able to sustain diverse farming systems and add oil palm to their repertoire benefited more than transmigrants, who had to survive on limited incomes from a 2-ha plot.

The book also tries to examine empirically the effects of the current economic crisis and to assess theoretically the likely impact of the full implementation of the agreed IMF reform package on SSI development in the country. Main problems faced by small producers and the government policy environment are highlighted through several detailed examples.

It sheds light on what constitutes "resilience" of the peat swamp forest, digs deeper into local knowledge in developing the studies on institutions, governance, and ecological conditions that support the resilience of the peat swamp forest to elaborate on the idea of transformation in today's degraded peatlands. While peat swamp forests may be resilient, they remain highly vulnerable. The book analyzes restoration efforts through rewetting, revegetation, and rehabilitation of the local livelihoods with the concepts of adaptation and transformation. The integrated analysis covers fieldwork of more than a decade and various aspects such as agrarian and social changes, biological changes (birds, mammals, and termites), carbon emission, water control, timber use, revegetation efforts, and the Indonesia Sustainable Palm Oil (ISPO) program implementation. It also employs the ideas of vulnerability, resilience, adaptability, and transformation based on expanded studies on peatlands and observations of and participation in multiple efforts to prevent fires and restore the degraded peatland by researchers, the government, non-government organizations (NGOs), private companies, and last but not least, the local people. The discussion includes the period of pre-degradation and several efforts at peatland restoration for a better understanding and analysis of the long-term peatland dynamics.

Labour was often equated with other factors of production, and assigned a relatively passive role. Yet it was labour absorption and the improvement of the quality of labour over the course of several centuries that underscored the timing, pace and quality of global industrialization. While science and technology developed in the West and whereas the use of fossil fuels, especially coal and oil, were vital to this process, the more recent history has been underpinned by the development of comparatively resource- and energy-saving technology, without which the diffusion of industrialization would not have been possible. The labour-intensive, resource-saving path, which emerged in East Asia under the influence of Western technology and institutions, and is diffusing across the world, suggests the most realistic route humans could take for a further diffusion of industrialization, which might respond to the rising expectations of living standards without catastrophic environmental degradation.
