The skill now exhibited in the method of originating Acts of Parliament is a remarkable innovation upon the straightforward course of former ages. The public cannot fail to observe that, whenever it is wished, for some peculiar purpose, to produce a Bill, which is either novel and doubtful in its provisions, or unconstitutional in its powers, or adverse to the liberty of the subject or the freedom of trade or commerce, instead of at once presenting it in a manly way to Parliament for consideration upon its merits, the promoter contrives first to strengthen his position by obtaining the appointment of a select committee of the House of Commons, which means a committee selected by himself, and, having the nomination of the committee, and the conduct of its inquiries, he must be a great goose if the Report of that committee be not favourable to the introduction of that specimen of legislative wisdom to which he is the father.
