When his country, overrun and devastated by her enemies, and completely cut off from her friends, was forced to sign an unwilling and disastrous peace with the Central Powers, he left his home at the last moment when it was still possible to reach the outside world, because he believed that he could serve his country only by pleading her cause abroad. For Rumania, which possibly suffered more than any other country in the war, was certainly the most completely isolated of all those that had fought the common enemy. Within a few weeks after our author's departure it was impossible to enter or to leave the country, and even communication by post or telegraph was out of the question. A small band of leaders like Dr. Lupu had escaped to represent the country to the world, and they alone could tell her story. Some part of that story is printed in this book. The existing programme, which had been prepared as the result of a conference of economists held at Berne in 1911, and which dealt with the. Facts then at hand, had just begun to show the quality of its contributions; but for many reasons it could no longer be followed out. A plan was therefore drawn up at the request of the Director of the Division, in which it was proposed, by means of an historical survey, to attempt to measure the economic cost of the War and the displacement which it was causing in the processes of civilization. Such an Economic and Social History of the World War', it was felt, if undertaken by men of judicial temper and adequate training, might ultimately, by reason of its scientific obligations to truth, furnish data for the forming of sound public opinion, and thus contribute fundamentally towards the aims of an institution dedicated to the cause of international peace. Of these only seven and a half million live in Rumania proper; the remainder inhabit neighbouring territories under Russian and Austro - Hungarian domination. Bessarabia numbers one million Rumanians, Bukovina a quarter of a million, and Hungary three and a half million. Bukovina was lost to Austria in 1775. Transylvania, Maramuresh, Crishana, and the Banat of Temesvar formed the kernel of the old Daco-Roman province of Dacia, but have belonged to Rumania only for a short time at the end of the sixteenth century, under the Voivode Michael the Brave. The Hungarian statistics of 1910 admit a number of 2,932,214 Rumanians for the whole region, maternal language serving as criterion for the division of the population on the basis of nationality. The census form contained the question: "What language do you use by preference?" Many non-Magyars, dependent in one way or another upon the goodwill of the authorities, were thus led to reply: "Hungarian." My publishers thought that it should be ready by February first if it was to anticipate the march of events. The writing was completed in October, but even so, events have gotten ahead. It is some consolation to know that the whole world shares in this miscalculation. Neither the peoples nor their governments, the knowing ones who had all the inside information, were prepared for this headlong precipitancy. A letter from one of the staff of the Department of State at Washington expresses the surprise, not to say the consternation, of the government at this sudden development for which we were so eager and yet so utterly unprepared. It was in anticipation of this unpreparedness that the book was written, and yet I too am caught among the unprepared. Naturally I have considered carefully whether any change should be made in the text as the proofs pass through my hands, but save for a few footnotes and minor changes, I have left it as it was written. The difficulty in the phraseology, - all of it appropriate to the situation of last September, - is pervasive. Adaptation to the situation of today would mean re-writing. But it is only the phraseology that the armistice has rendered out of date. The problems remain, - not one of them settled despite confident and contradictory newspaper assertion. Even the signing of the treaty of peace, an event for which we must perhaps long wait in patience, will bring to most of them no immediate solution.
