The fourth coup of 1 February 2021 was the latest by the military to control those aspects of society it deemed essential to its own interests, and its perception of state interests. The military’s institutional power was variously maintained by rule by decree, through political parties it founded and controlled, and through constitutional provisions it wrote that could not be amended without its approval. This fourth coup seems a product of personal demands for power between Senior General Min Aung Hlaing and Aung San Suu Kyi, and the especially humiliating defeat of the military-backed party at the hands of the National League for Democracy in the November 2020 elections. The violent and bloody suppression of widespread demonstrations continues, compromise seems unlikely, and the previous diarchic governance will not return. Myanmar’s political and economic future is endangered and suppression will only result in future outbreaks of political frustration.

Book excerpt: This book analyzes Myanmar’s contemporary political history, arguing that Myanmar’s so-called "democratization" has always been a calculated regime transition, planned by the military, with every intention that the military to remain the key permanent political actor in Myanmar’s political regime. Using the period since Myanmar’s regime change in 2011 as an extended case study, this book offers an original theory of regime transition. The author argues that Myanmar’s ongoing regime transition has not diverged from its authoritarian military roots and explains how the military has long planned its voluntary partial withdrawal from direct politics. Therefore, Myanmar’s "disciplined democracy" contains features of democratic politics, but at its core remains authoritarian. Providing an original contribution to the theoretical literature on regime change by developing a theory of trial and error regime transition, the book engages with and challenges the popular democratization theory by arguing that this theory does not sufficiently explain hybrid regimes or authoritarian durability. Additionally, the book adds to an alternative understanding of how the regime transition was initiated by examining the historical evolution of Myanmar’s post-colonial regime and offers a fresh perspective on contemporary political developments in Myanmar. An important contribution to the study of authoritarian durability and the dynamics of regime change in Southeast Asia, this book will be of interest to academic researchers of comparative politics, international relations, and Southeast Asian studies.

While the violence originally broke out between Rakhine Buddhists and Rohingya Muslims, it subsequently emerged throughout the country, impacting Buddhists and Muslims of many ethnic backgrounds. This article offers background on these so-called "communal conflicts" and the rise and evolution of Buddhist nationalist groups led by monks that have spearheaded anti-Muslim campaigns. The authors describe how current monastic political mobilization can be understood as an extension of past monastic activism, and is rooted in traditional understandings of the monastic community's responsibility to defend the religion, respond to community needs, and guide political decision-makers. The authors propose a counter-argument rooted in Theravada Buddhism to address the underlying anxieties motivating Buddhist nationalists while directing them toward peaceful actions promoting coexistence. In other words, there is a revived interest in the ‘developmental state’ concept. The nature of the ‘emerging state’ is characterized by its attitude toward economic development and industrialization. Emerging states have engaged in the promotion of agriculture, trade, and industry and played a transformative role to pursue a certain path of economic development. Their success has cast doubt about the principle of laissez faire among the people in the developing world. This doubt, together with the progress of democratization, has prompted policymakers to discover when and how economic policies should deviate from laissez faire, what prevents political leaders and state institutions from being captured by vested interests, and what induce them to drive economic development.
