Dans la deuxième partie nous présenterons un nouveau algorithme de routage permettant au noeuds composants du réseau d'échanger des données concernant les niveaux des batteries. Utilisant ces données une source sélectionne, en plus, du plus court chemin, le chemin plus sûr ( formés par des noeuds chargés).

Book excerpt: La résolution du problème des vides dans le routage géographique dédié aux réseaux de capteurs sans fil (RCS), rencontrés lors de la remontée des informations vers les nœuds collecteurs à partir des nœuds du réseau, constitue un verrou technologique qui reste un problème ouvert encore aujourd'hui. Cette thèse, contrairement aux méthodes traditionnelles, propose une nouvelle approche pour la prise en charge de ces vides tout en optimisant l'efficacité énergétique des nœuds déployés dans un RCS faisant ainsi du routage proposé une solution adéquate pour l'acheminement des informations en temps réel. Celui-ci se base sur l'information géographique concernant le nœud courant, les vides voisins et le nœud destinataire du paquet. Notre proposition agit aussi sur des mécanismes assurant la découverte, l'annonce et la maintenance des vides d'un RCS. Le premier protocole proposé, appelé VT-SPEED, est construit sur la base d'une fonction évolutive intégrant un mécanisme d'évitement adaptatif des vides et considérant simultanément la charge des nœuds candidats au routage et leur information géographique de localisation. Afin d'optimiser l'efficacité énergétique de VT-SPEED, notre proposition inclut par ailleurs de nouvelles routines sur la base de fonctions paramétriques pour la prise en compte de l'énergie dans le routage : (a) suppression des paquets retardés sur la base de leur échéance et (b) équilibrage de charge dans le choix des sauts des paquets. Les résultats enregistrés par le protocole résultant, appelé VE-SPEED, montrent que l'approche proposée prend en compte les flux de type temps-réel, possède une grande tolérance aux vides, conserve mieux l'énergie des nœuds de bordure, assure un meilleur équilibrage de charge, et consomme de manière optimisée l'énergie des nœuds capteurs.

The Government originally announced proposals for modernising the London Underground network system via Public-Private Partnership (PPP) agreements in 1998. Three contracts were drawn up with: (i) Tube Lines for the maintenance and renewal of the Jubilee, Piccadilly and Northern Lines; (ii) with Metronet Rail BVC for the maintenance and renewal of the Bakerloo, Central, Victoria & Waterloo & City Lines; (iii) with Metronet Rail SSL, responsible for the maintenance and renewal of the "sub-surface lines": the Circle, District, Hammersmith & City, Metropolitan & East London Lines. These PPP Agreements, 30 years in duration, were arrangements to maintain, renew and upgrade parts of London Underground by private sector infrastructure companies (Infracos), whilst London Underground is responsible for services to customers. The PPP Agreements also set out a performance-related incentive and penalty scheme to remunerate the Infracos for the improvements they make to the network. In May 2007, Metronet admitted an overspend of £1 billion and was refused access to loan facilities by the banks. It then made a reference to the PPP Arbiter, which in turn triggered an Extraordinary Review (which occurs when extra costs are incurred above the level allowed for the bid). Metronet put in a bid for £551m but the PPP Arbiter provisionally concluded that a sum of £121m was appropriate. Metronet subsequently went into administration on 18 July 2007. The report sets out a number of conclusions and recommendations, including: contracts that were supposed to deliver 35 station upgrades, in fact delivered only 14, 40% of the requirement; stations that were supposed to cost Metronet SSL £2m, cost £7.5m, with only 65% of schedule track renewal accomplished; the Committee criticises the consequences of the imposition of PPP on Transport for London, as a "lamentable state of affairs", with the future of most of London Underground's upgrade and maintenance work in doubt; the Committee states, that the Government should remember the failure of Metronet before it considers entering similar arrangements; that the Government should publish a candid analysis of the events preceding Metronet's collapse and its consequences; the Committee believe that the PPP model was flawed and probably inferior to traditional public-sector management; that the Government needs to prioritise transparency and clarity to taxpayers and ensure that any future contracts result in clear accountability.

The report makes extensive use of the Iraq Household Socio-Economic Survey, the first nationwide income and expenditure survey since 1988. IHSES data is complemented income and expenditure data from a wide range of other measures of living standards, allowing us to analyze living standards in a holistic way. The analysis presented here was performed with two main goals first, to inform the Government s Poverty Reduction Strategy; and second, to serve as a baseline for future assessments of changes in living standards and the identification of critical issues for deeper examination. Iraqi living standards have two unusual characteristics. First, they have fallen over the past generation. Second, they feature surprisingly little inequality. These characteristics are both rooted in Iraq s recent history of authoritarian government, war, military occupation, insurgency, and civil strife leading to infrastructure destruction and population displacement. There have been few opportunities for individuals to prosper from professional or entrepreneurial activities. Decades of neglected investment have resulted in deterioration of social services and economic infrastructure. Consequently, individuals have lacked capabilities to prosper and an investment climate conducive to prosperity. School enrollment and life expectancy have declined. Extremely low returns to education reflect the combination of poor educational quality and lack of employment opportunities. In terms of economic infrastructure, access to reliable electricity and water, and even access to paved roads are low, are further reflections of decades of neglect. While the upper end of the distribution has been pulled down by a lack of opportunities, the lower end has been supported by direct government provision of food. The Public Distribution System (PDS) provides 85 percent of food needs. While PDS has been useful as a safety net for the poor and the vulnerable, the system is expensive, inefficient, and fiscally risky. Indeed, PDS food rations account for a far greater share of public spending than does education or health. Going forward, Iraq faces two main challenges. First, although Iraq does not have to develop from scratch, it faces a formidable challenge in re-development. Second, a shift by the Government is required from direct provision of basic subsistence toward investment in human capacities. The Government can provide an enabling environment through investments in economic infrastructure and services to business and citizens, thus allowing the population to make productive use of education and their own labor. Both challenges are now being taken up by the Poverty Reduction Strategy, which articulates a detailed set of required actions and outlines priorities for government spending.
