Book excerpt: Whilst maritime studies tend to reflect the dominance of large navies, history shows how relatively small naval forces can have a disproportionately large impact on global events. From Confederate commerce raiders in the nineteenth century, to Somali pirates today, even the most minor of maritime forces can become a key player on a global stage. Examining a broad range of examples, this volume addresses the roles and activities of small navies in the past and the present at the national, regional and international level. In particular, it focusses on the different ways in which such forces have identified and addressed national and international security challenges and the way in which they interact with other navies and security agencies. In addition the collection also investigates the relationship of such navies with non-governmental organisations, institutions and bodies in pursuit of broader maritime goals, be they political, financial or environmental. Adopting an interdisciplinary approach drawing on the best new research from the fields of international relations, security studies, strategic studies and maritime history, the book examines the diversity of experience amongst different smaller navies and also establishes areas of similarity. Divided into two sections, part one begins with a number of chapters that are theoretical in nature, whilst part two provides case studies that offer a more regional focus, including analysis of the challenges facing contemporary navies and historical case studies designed to reveal the experience of small navies over time. By adopting an approach that combines historical considerations with analysis of current events, the collection offers a unique perspective on the role that small navies have played in wider nautical affairs and their continued impact upon global maritime strategies.

Book excerpt: Fifteen years after the fall of communism, we are able to appraise the results of the multi-faceted postcommunist transition in Central and Eastern Europe with authority. This volume specifically addresses the fascinating area of Civil-Military relations throughout this transitional period. The countries of the region inherited a onerous legacy in this area: their armed forces were part of the communist party-state system and most were oriented towards Cold War missions; they were large in size and supported by high levels of defence spending; and they were based on universal male conscription. Central and eastern European states have thus faced a three fold civil-military reform challenge: establishing democratic and civilian control over their armed forces; implementing organisational reform to meet the security and foreign policy demands of the new era; and redefining military bases for legitimacy in society. This volume assesses the experiences of Poland, Hungary, Latvia, Romania, Croatia, Serbia-Montenegro, Ukraine and Russia in these areas. Collectively these countries illustrate the way in which the interaction of broadly similar postcommunist challenges and distinct national contexts have combined to produce a wide variety of different patterns of civil-military relations. Bringing together insights from world-leading experts from three continents, the volume identifies the most pressing strategic challenges, frames theoretical concepts, and describes new strategies. The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. The emergence of the cyber realm, a smaller emphasis on nuclear deterrence, and the ideological conflict between Russia and the West, are among the key differences between the Cold War and the current security environment. Book excerpt: Though the fall of the Soviet Union opened the way for states in central and eastern Europe to join the world of market-oriented Western democracies, the expected transitions have not been as easy, common, or smooth as sometimes perceived. Rachel A. Epstein investigates how liberal ideas and practices are embedded in transitioning societies and finds that success or failure depends largely on creating a social context in which incentives held out by international institutions are viewed as symbols of an emerging Western identity in the affected country. Epstein first explains how a liberal worldview and institutions like the European Union, World Bank, the International Monetary Fund, and the North Atlantic Treaty Organization go hand-in-hand and why Western nations assume that a broad and incremental program of incentives to join will encourage formerly authoritarian states to reform their political and economic systems. Using Hungary, Poland, Romania, and the Ukraine as case studies, she demonstrates the limits of conditionality in the face of national social perceptions and elucidates the three key points around which a consensus within the state must emerge before international institutions can expect liberalization: domestic officials must be uncertain about how changing policies will affect their interests; the status of international and domestic institutions must not be in jeopardy; and the proposed polices must seem credible. In making her case, Epstein cleverly bridges the gap between the rationalist and constructivist schools of thought. Offering new data on and fresh interpretations of reforming central bank policies, privatizing banks with foreign capital, democratizing civil-military relations, and denationalizing defense policy, In Pursuit of Liberalism extends well beyond the scope of previous book-length studies.
