FLEMMING The Bank of England's role as a leading central bank involves both formal and informal aspects. At a formal level it is an adviser to HM Government, whilst at an informal level it is consulted by domestic and overseas institutions for advice on many areas of economic interest. Such advice must be grounded in an understanding of the workings of the domestic and international economy-a task which becomes ever more difficult with the pace of change both in the economy and in the techniques which are used by professional economists to analyse such changes. The Bank's economists are encouraged to publish their research whenever circumstances permit, whether in refereed journals or in other ways. In particular, we make it a rule that the research underlying the Bank's macroeconometric model, to which outside researchers have access through the ESRC (Economic and Social Research Council) macromodelling bureau, should be adequately explained and documented in published form. This volume expands the commitment to make research which is undertaken within the Economics Division of the Bank of England widely available. Included here are chapters which illustrate the breadth of interests which the Bank seeks to cover. Some of the research is, as would be expected, directly related to the specification of the Bank's model, but other aspects are also well represented.

The Committee commends the Government's response to these earlier reports, but sets out some 33 conclusions and recommendations, including: the development of a wider range of savings options for lower income households; more protection for consumers from the risks relating to prepayment systems, such as Christmas savings schemes; the launch of a targeted national Saving Gateway scheme with the Government matching savings by low-income individuals with its own contributions; a renewed commitment from the Government to the reform and future funding of the Social Fund; the Committee commends the Government's consultation process on changes to legislation within which credit unions operate, and the possible renaming of credit unions to "community banks", the Committee further recommends that such bodies should be able to pay interest on savings.

Book excerpt: The book develops and applies a modelling framework that enables consumers' expenditure and portfolio behaviour to be analysed in an integrated manner. It extends and applies the Yale approach to financial model building associated with James Tobin. The basis of this approach is surveyed with particular emphasis on the empirical implementation of portfolio models in the UK, US and other countries, appropriate econometric estimation techniques and comparisons with other monetary modelling strategies. Empirical application of the model is particularly addressed to testing whether the composition of wealth holdings is important for expenditure and asset demands, whether concentration on 'money' at the expense of other assets and liabilities is acceptable, and whether the interrelationships stressed by Tobin's general equilibrium approach are statistically important. The results have important implications for the recent literature on wealth effects on consumption and the overemphasis on 'money' at the expense of other financial assets and liabilities.
