Majority of local NGOs are still either relief or development oriented regarding their policy objectives. They are fear of taking up policy advocacy, rule of law, human rights, criticism and opposition to state policies and practices. This is partly explained by the fact that many NGOs restored to opportunism or subservience to the government. That is, they make political calculations deemed necessary to ensure survival. In other words, most NGOs pretend not to engage in sensitive issues that may antagonize with the government. In simple terms, they rather conform to center of power and prefer to maintain personal and institutional interests (Kassahun, 2002:124). However, after 1991 a few local NGOs emerged and centered their objective on promoting the respect for the rule of law, protecting and monitoring human rights and enhancing civil awareness through various strategies. The Ethiopian Human Rights Council (EHRCO), Ethiopian Women Lawyers Association (EWLA), Society for the Advancement of Human Rights Education (EAHRE) are some the examples ,which entertain such objectives. Nevertheless, the relation of these human right NGOs and the government (EPRDF) is characterized by great friction and antagonism. Government sometimes intervened in their activities to extent of closing their offices (Sisay, 2001:29). In light of this background, the study is going to investigate this problem of advocacy NGOs by taking EHRCO as case and will also try to asses other impediments of its effective operation.

The government receives international plaudits for its progress on economic development, even as it has steadily suppressed all forms of independent criticism and political dissent. Development without Freedom: How Aid Underwrites Repression in Ethiopia describes how the Ethiopian government is using development aid as a tool of political repression by conditioning access to essential government services on support for the ruling party. The patterns of repression documented in the report were particularly pronounced in the run-up to Ethiopia's May 2010 parliamentary elections, in which the ruling party won 99.6 percent of the seats. Based on interviews with more than 200 people in 53 different villages across three regions of the country, the report shows how people perceived as opposition supporters are routinely barred from access to government services, including agricultural inputs like seeds and fertilizers, micro-credit loans, and job opportunities. The report also examines the use of donor-funded capacity-building programs to indoctrinate school children in party ideology, intimidate teachers, and purge the civil service of dissenters. Paradoxically, as Ethiopia's human rights situation has steadily declined, donors have simultaneously ramped up assistance. Between 2004 and 2008, the level of development aid to Ethiopia doubled. Human Rights Watch calls on donors to ensure that their aid is being used in an accountable and transparent manner, and urges national legislatures and audit institutions in donor countries to examine Ethiopia's use of development aid to undermine basic human rights."--Page 4 of cover.

The scope of the Research is general and broad because of which it was not possible to identify and elaborate on each and every legislation and provisions that are inconsistent with constitutional and international human rights principles and propose recommendations. For example, regarding how courts, national human right institutions and etcetera are handling domestic application of international human rights instruments is not the scope here. The research approach for this study was qualitative one. As a matter of the fact that the issue of human rights is subtle and the lack of adequate data system of the legal system, a multi-methodology approach was deployed. Data collection tools employed is a Document analysis, qualitative interview and Literature review. The study concludes that the declaration of emergency and the resultant derogation of human rights has been the normal form of exercise of state of sovereignty in Ethiopia. In addition to the governing norms and principles the country use as a precondition to justify the need to take emergency measures and giving power to the concerned organ, a proper institutional and procedural mechanism of checking and necessary control against a possible abuse of emergency powers is vital.

The general purpose of the study is surveying literary development in the period of Emperor Zara Yaqob, and specifically pays focus on the personal efforts and contributions of the King himself in the growth of literature in his reign. It also intends to endorse whether these texts qualify in literary features. Almost no researches are conducted on Zara Yaqob and his literary contribution, this fact is taken as inspirational point to do the study. Qualitative research method is applied, for the study is done on a text. The Emperor has collected men of letter and scholars in the court yard and highly encouraged them to have a huge engagement in literary activities. These scholars, like Abba Giorgis of Gassecca, wrote numerous books which are religious but have great literary value and qualities. The King has written more than ten books; most of them have religious thematic preoccupation but also have secular subjects. These are: Matsehafä Berhan; Matsehafä Milad; Egziabher Nagsä; Sebhatä Fequr; Matsehafä Sellassie; Matsehafä Bahrey; Tä’aqebo Mestir; Tomarä Tesebe’it; Kehedatä Säytan; Darsanä Malaekt; Ra’eyä Ta’amer; Melke’a Gubae, and Mangadä Samay. These texts are investigated out in content and literary value. In addition, he has produced hymns which are prepared in poetic form, and the lines are rhymed as rhymeisthemostfamiliarelementofpoetry; the hymns are constructed in end rhyme. In his hymns, figurative speeches especially simile and metaphor are well applied. The researcher has long realized potential value of the literary productions in the period of Zara Yaqob as source for the study of Ethiopian literature and history. The works are very important to study social, economic, historical, religious, and the political history of Ethiopia in addition to their literary values.

Therefore, for such problems focusing on performance of sewing labor is essential. The focus is on raising the production efficiency and multi-skill development in the sewing production line through a skill matrix tool. The workers skill is analyzed on different jobs and based upon his/her performance on a job, a grade is given. This grade defines the level of performance an operator can achieve on that specific job. This study aims to find out the skill gaps of each individual sewing operators and categorization of the workers based on their skill levels and builds up the labor performance monitoring system. The data collection method for this study was both primary and secondary data sources, and for the selection of sample size random sampling technique is used. The categorization is based upon the well-established attributes from literature and relevant websites and done in two ways: Skills on the operation (types and number of operations) and Skills on the machine (types and number of machines). The study will initiate the management to know the performance of their employees and their skill gap, so that employees having better abilities may be rewarded and the wrong selection and placement may be reduced or avoided.
