Transforming war-shattered states into market democracies is basically sound, but pushing this process too quickly can have damaging and destabilizing effects. The process of liberalization is inherently tumultuous, and can undermine the prospects for stable peace. A more sensible approach to post-conflict peacebuilding would seek, first, to establish a system of domestic institutions that are capable of managing the destabilizing effects of democratization and marketization within peaceful bounds and only then phase in political and economic reforms slowly, as conditions warrant. Peacebuilders should establish the foundations of effective governmental institutions prior to launching wholesale liberalization programs. Avoiding the problems that marred many peacebuilding operations in the 1990s will require longer-lasting and, ultimately, more intrusive forms of intervention in the domestic affairs of these states. As the trend has evolved, the security-development nexus has received significant attention from policymakers as a new means to address security threats. Integrating the traditionally separate areas of security and development, the nexus has been promoted as a new strategy to achieve a comprehensive, people-centred approach. Despite the enthusiasm behind the security-development nexus, it has received significant criticism. This book investigates four tensions that influence the integration of security and development to understand why it has failed to live up to expectations. The book compares two case studies of internationally driven initiatives to address organised crime as part of post-conflict reconstruction in Sierra Leone and Bosnia. Examination of the tensions reveals that actors addressing organised crime have attempted to move away from a security approach, resulting in incipient integration between security and development, but barriers remain. Rather than discarding the nexus, this book explores its unfulfilled potential. This book will be of much interest to students of war and conflict studies, development studies, criminology, security studies and IR in general.

Book excerpt: One of the least likely survivors of the Jacobin purge of the National Convention in early 1793 was Jean-Baptiste Louvet, the author of the popular eighteenth-century romance Les Amours du Chevalier de Faublas. Had it not been for the upheaval caused by the revolution in 1789, Louvet undoubtedly would have continued to build his promising literary career. Few of his readers could have imagined that this frail, young man would be elected as a deputy in the national assembly, where he dared to oppose powerful Jacobin leaders like Robespierre. His limited formal education and background as a bookstore clerk set Louvet apart among his legally trained friends in the Brissotin/Girondin faction; yet his intelligence, courage, and loyalty led them to appreciate his skills and friendship. Louvet would be the only one among the group to survive the proscription of the Girondins and life as a fugitive. He returned to Paris following the Jacobins’ downfall in July 1794, to serve again in the National Convention and then in the newly elected government of the Directory.
