The Singapore Lecture is designed to provide an opportunity for distinguished statesmen and leaders of thought and knowledge to reach a wider audience in Singapore. Book excerpt: Given the drumbeat of Korea's policy commitment to ASEAN under the New Southern Policy, Southeast Asian countries are closely watching whether Korea's ASEAN-centered policy stance will carry over into the new administration. It is unclear yet if Korea's government will push ahead with a new policy specifically targeted at ASEAN, but Southeast Asia appears to be the centerpiece of President Yoon's Indo-Pacific strategy framework. The question, however, is how effectively Seoul's commitment to ASEAN-ROK partnership can be delivered to ASEAN countries without proposing a signature policy towards ASEAN. To dispel concerns that Korea's ASEAN policies lack consistency, more diplomatic efforts are required to ensure that the new government will continue the legacy of the NSP. Another challenge for the ASEAN-ROK partnership is how Korea's Indo-Pacific strategy will be received by ASEAN countries. While ASEAN is wary of intensifying tensions in the Sino-US relations, Korea's embrace of Indo-Pacific strategy may send a wrong signal that Korea is siding with the US at the expense of its relations with China. However, the aim of launching its own Indo-Pacific strategy is to strengthen Korea's foothold as a “global pivotal state” that contributes to the peace and prosperity of the region, which is essentially equivalent to that of the NSP. What matters to ASEAN, though, is where ASEAN stands in Korea's Indo-Pacific strategy and whether Korea can reach out enough to ASEAN in formulating its regional strategy. More diplomatic outreach and consultation with ASEAN are needed to expound Korea's vision on Indo-Pacific regional order.

At issue is how a middle power (a G20 country with the tenth largest economy in the world) seeks to play a larger and more comprehensive role in regions beyond the Korean peninsula. Hitherto, South Korean foreign policy has focused on nuclearizing North Korea, alliance maintenance with the United States, tricky relations with its most important economic partner China, and difficult ties with Japan marred by historical and territorial disputes. The Moon Administration has sought to diversify South Korean foreign policy by elevating ASEAN and India to the same strategic level as the United States, China, Russia, and Japan. To be sure, the latter countries continue to be most significant to the Korean peninsula. Book excerpt: The fact that the Republic of Korea (ROK) and the Associate of Southeast Asian Nations (ASEAN) officially became Dialogue Partners at the Twenty-fourth ASEAN Ministerial Meeting (AMM) in Kuala Lumpur in July 1991 did not surprise regional commentators. It had been widely known that no effort was spared to gear this bilateral relationship onto higher planes. Many researchers, including Kwon Yul, state that this relationship has witnessed consistent growth over the past four decades. It should also be noted that this success "largely derives from the complementarities between both sides." There are undoubtedly common interests and potentials for further development between Korea and ASEAN. More importantly, Korea-ASEAN co-operation has led to the adoption of an inclusive approach, which attaches importance to the development of the new members of ASEAN, namely Cambodia, Laos, Myanmar and Vietnam (CLMV for short). This chapter argues that such an approach is not only beneficial to the new members of ASEAN, the other ASEAN members, and Korea, but also East Asia as a whole.

How has a group of lesser, self-identified Southeast Asian powers gone beyond its original regional purview to shape the form and content of Asian Pacific and East Asian regionalisms? According to Alice Ba, the answers lie in ASEAN's founding arguments: arguments that were premised on an assumed regional disunity. She demonstrates how these arguments draw critical causal connections that make Southeast Asian regionalism a necessary response to problems, give rise to its defining informality and consensus-seeking process, and also constrain ASEAN's regionalism. Tracing debates about ASEAN's intra- and extra-regional relations over four decades, she argues for a process-driven view of cooperation, sheds light on intervening processes of argument and debate, and highlights interacting material, ideational, and social forces in the construction of regions and regionalisms.
