Characterizing, modeling, and monitoring fractured rock sites is critical to the functioning of those infrastructure, as well as to optimizing resource recovery and contaminant management. Characterization, Modeling, Monitoring, and Remediation of Fractured Rock examines the state of practice and state of art in the characterization of fractured rock and the chemical and biological processes related to subsurface contaminant fate and transport. This report examines new developments, knowledge, and approaches to engineering at fractured rock sites since the publication of the 1996 National Research Council report Rock Fractures and Fluid Flow: Contemporary Understanding and Fluid Flow. Fundamental understanding of the physical nature of fractured rock has changed little since 1996, but many new characterization tools have been developed, and there is now greater appreciation for the importance of chemical and biological processes that can occur in the fractured rock environment. The findings of Characterization, Modeling, Monitoring, and Remediation of Fractured Rock can be applied to all types of engineered infrastructure, but especially to engineered repositories for buried or stored waste and to fractured rock sites that have been contaminated as a result of past disposal or other practices. The recommendations of this report are intended to help the practitioner, researcher, and decision maker take a more interdisciplinary approach to engineering in the fractured rock environment. This report describes how existing tools-some only recently developed-can be used to increase the accuracy and reliability of engineering design and management given the interacting forces of nature. With an interdisciplinary approach, it is possible to conceptualize and model the fractured rock environment with acceptable levels of uncertainty and reliability, and to design systems that maximize remediation and long-term performance. Better scientific understanding could inform regulations, policies, and implementation guidelines related to infrastructure development and operations. The recommendations for research and applications to enhance practice of this book make it a valuable resource for students and practitioners in this field.

The United States is currently 100 percent reliant on foreign sources for 20 mineral commodities and imports the majority of its supply of more than 50 mineral commodities. Mineral commodities that have important uses and face potential supply disruption are critical to American economic and national security. However, a mineral commodity's importance and the nature of its supply chain can change with time; a mineral commodity that may not have been considered critical 25 years ago may be critical today, and one considered critical today may not be so in the future. The U.S. Geological Survey has produced this volume to describe a select group of mineral commodities currently critical to our economy and security. For each mineral commodity covered, the authors provide a comprehensive look at (1) the commodity's use; (2) the geology and global distribution of the mineral deposit types that account for the present and possible future supply of the commodity; (3) the current status of production, reserves, and resources in the United States and globally; and (4) environmental considerations related to the commodity's production from different types of mineral deposits. The volume describes U.S. critical mineral resources in a global context, for no country can be self-sufficient for all its mineral commodity needs, and the United States will always rely on global mineral commodity supply chains. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.

Traditional sources of supply are increasingly expensive, unavailable, or controversial, but desalination technology offers the potential to substantially reduce water scarcity by converting the almost inexhaustible supply of seawater and the apparently vast quantities of brackish groundwater into new sources of freshwater. Desalination assesses the state of the art in relevant desalination technologies, and factors such as cost and implementation challenges. It also describes reasonable long-term goals for advancing desalination technology, posits recommendations for action and research, estimates the funding necessary to support the proposed research agenda, and identifies appropriate roles for governmental and nongovernmental entities.
