Book excerpt: A mi chemin des thèses écologiques et de celles défendues par l’école de l’apprentissage, la contribution de Robert Burgelman à la stratégie est à la fois originale et un peu étrange. Originale d’abord, parce qu’elle est, dès le début des années quatre-vingts, assez subversive. Elle fait, en effet, la part belle à l’analyse des processus au dépend du contenu et montre les limites de l’influence du top-management sur la stratégie en vigueur de la firme. En particulier, l’acteur local n’y est pas analysé comme une simple courroie de transmission stratégique mais aussi comme un innovateur clandestin capable d’amender et de régénérer la stratégie formulée, mettant ainsi en lumière la préexistence de l’action sur la réflexion. Peut-être étrange ensuite, parce que la quasitotalité de cette contribution se fonde sur l’étude d’un cas, celui d’Intel, disséqué sur maintenant trois décennies. Sa contribution à la stratégie porte donc avant tout sur le management de l’innovation et sur les dynamiques d’adaptation de l’organisation. Ni totalement soumise à l’environnement, ni totalement libre, la firme évolue sous l’impulsion de forces endogènes (initiatives individuelles, vision du dirigeant, routines...) et exogènes (pression du marché en particulier) qui demandent de réelles capacités d’équilibriste pour ne pas chuter ! Burgelman doit donc être compris comme un intégrateur qui propose un cadre conceptuel global de l’évolutionnisme organisationnel qui concilie l’écologie des populations et l’école de l’apprentissage. Le rôle du processus stratégique dans l’évolution de l’organisation, problématique récurrente chez cet auteur, sert de fil directeur à cet article. Il est d’abord analysé sous l’angle de la dynamique du périmètre d’activités (partie 1). La contribution de Burgelman est ensuite mise en perspective et positionnée au sein de la jungle stratégique. Cette deuxième partie est l’occasion de montrer les spécificités de la posture évolutionniste revendiquée par l’auteur. Enfin, la dernière partie étend l’horizon temporel de l’organisation en interprétant le processus de fabrication stratégique comme une capacité d’adaptation à long terme de la firme.
