He returned to Canada from Oxford not long before the outbreak of World War II and joined the ten-man Department of Justice as a junior lawyer. Through extraordinary hard work, rigorous legal analysis, and a bent for organization, he eventually became Canada's eighth deputy minister of Justice. He left this position after three years to become general counsel for the Canadian Pacific Railway and was later appointed president of the Exchequer Court of Canada. He quickly revamped the level of service provided by the court to the legal profession and the public and was instrumental in both the creation of the Canadian Judicial Council and the design and creation of the new Federal Court of Canada. As the first chief justice of the Federal Court, he led the new court by example, moulding it into the most efficient and effective court in the country, despite opposition from provincial superior courts and the Supreme Court of Canada. After fifteen years on the Bench he retired in 1979 at the height of his judicial career, believing that this would help the Court develop. He continued to work in relative obscurity at what he loved best - solving legal problems - but never again appeared before the courts.

At the forefront of these developments has been the re-appraisal of the human body in conflict, from the ethics of digging up First World War bodies for television programmes to the contentious political issues surrounding the reburial of Spanish Civil War victims, the relationships between the war body and material culture (e.g. clothing, and prostheses), ethnicity and identity in body treatment, and the role of the ‘body as bomb’ in Iraq, Afghanistan and beyond. Focused on material culture, Bodies in Conflict revitalizes investigations into the physical and symbolic worlds of modern conflict and that have defined us as subjects through memory, imagination, culture and technology. The chapters in this book present an interdisciplinary approach which draws upon, but does not privilege archaeology, anthropology, military and cultural history, art history, cultural geography, and museum and heritage studies. The complexity of modern conflict demands a coherent, integrated, and sensitized hybrid approach which calls on different disciplines where they overlap in a shared common terrain - that of the materiality of conflict and its aftermath in relation to the human body. Despite wartime censorship, Leslie and Cecil wrote frank and forthright letters that show how the young men viewed the war, as well as what they observed both during training and from the trenches in some of the war’s bloodiest battles. The letters also deal with the war’s political context, including conscription and the Union government, as well as social issues such as the emerging role of women, the role of the growing middle class, nativism, and the use of liquor overseas. R.B. Fleming, the collection’s editor, contends that Leslie Frost’s military experiences and hospitalization affected his policies as premier of Ontario (1949–1961), especially those related to medicare and liquor control laws. Frost’s government was the first to pass laws providing penalties for racial, ethnic, and gender discrimination on private property, creating a movement that led to the Ontario Human Rights Code. The Wartime Letters of Leslie and Cecil Frost, 1915–1919 makes a significant contribution to military history and social history. Fleming places the letters in context and shows the value of their commentary. This book will be of interest to the general reader as well as scholars of military history and social history.
