Book excerpt: Approximately 75% of the defense low-level transuranic (TRU) waste stored in the United States and 25% of the buried TRU waste is located at the Idaho National Engineering Laboratory (INEL). Studies have been performed to identify and evaluate technical alternatives for the long-term management of this waste. (The alternatives range from leaving the waste in place as is to reviewing, processing, and shipping it to an offsite geological repository.) Among the evalations that have been performed were preliminary risk evaluations. The dose commitment and risk of hypothetical, near-term, accidental or uncontrolled releases of radionuclides have been evaluated for each alternative. The following potential causes of radionuclide release have been studied: process and handling accidents, shipping accidents, natural events (e.g., earthquakes), man-caused events (e.g., airplane crashes), and future intrusion by individuals or small populations after loss of societal control over the waste. The hypothetical releases have been evaluated, in terms of dose commitment and (if pertinent) probability and risk, for all operational steps making up each concept. The dominant scanerios in terms of near-term risk are (1) lava flow up through or over the waste, leading to airbone releases; (2) an explosion or a criticality accident in the waste-processing facility; and (3) a tornado strike or a fire during waste retrieval. The dominant long-term releases are (1) volcanic action; and (2) intrusion of people on the waste site. Although substantial dose commitments to individual members of the public were calculated for the lava flow and intrusion scenarios, no prompt health effects would be expected from the exposures. The effects would be in the form of a slightly increased likelihood of latent cancer induction.

Book excerpt: A common question in the CERCLA remedial investigation (RI) process is, {open_quotes}What are the data gaps that must be filled in order to perform a risk assessment for a given site?{close_quotes} Often a method that can be used to identify and rank data gaps is needed to help allocate scarce remedial investigation funds, and to help prepare for a CERCLA site's baseline risk assessment (BRA). A CERCLA Remedial Investigation/Feasibility Study (RI/FS) is underway at the Idaho National Engineering Laboratory's (INEL) Subsurface Disposal Area (SDA). The SDA is a radioactive waste disposal site where transuranic (TRU) waste, mixed waste (MW), and low-level waste (LLW) has been buried in pits, trenches, and soil vaults since 1952. The procedures described in this paper have been developed for the identification of risk assessment data gaps at the SDA. In preparation for the SDA RI/FS, three major investigations have been performed over the past two years. The first of these investigations identified all of the waste streams that were buried in the SDA from 1952 through 1983. The second investigation identified all of the SDA waste streams that were buried from 1984 through the present, and made predictions of the waste volumes that will be buried through the year 2003. The third investigation was the Preliminary Scoping Risk Assessment (PSRA) for the SDA. The PSRA was an initial evaluation of the human health risk associated with the SDA's buried waste, and it was developed with the intent of identifying risk assessment data gaps for the SDA. The following paragraphs give a brief description of the PSRA, and of the sensitivity study within the PSRA that was used to identify data gaps.

Book excerpt: This report presents a preliminary parametric performance assessment (PA) of potential waste disposal systems for alpha-contaminated, mixed, low-level waste (ALLW) currently stored at the Transuranic Storage Area of INEL. The ALLW, which contains from 10 to 100 nCi/g of transuranic (TRU) radionuclides, is awaiting treatment and disposal. The purpose of this study was to examine the effects of several parameters on the radiological-confinement performance of potential disposal systems for the ALLW. The principal emphasis was on the performance of final waste forms (FWFs). Three categories of FWF (cement, glass, and ceramic) were addressed by evaluating the performance of two limiting FWFs for each category. Performance at five conceptual disposal sites was evaluated to illustrate the effects of site characteristics on the performance of the total disposal system. Other parameters investigated for effects on receptor dose included inventory assumptions, TRU radionuclide concentration, FWF fracture, disposal depth, water infiltration rates, subsurface-transport modeling assumptions, receptor well location, intrusion scenario assumptions, and the absence of waste immobilization. These and other factors were varied singly and in some combinations. The results indicate that compliance of the treated and disposed ALLW with the performance objectives depends on the assumptions made, as well as on the FWF and the disposal site. Some combinations result in compliance, while others do not. The implications of these results for decision making relative to treatment and disposal of the INEL ALLW are discussed. The report compares the degree of conservatism in this preliminary parametric PA against that in four other PAs and one risk assessment. All of the assessments addressed the same disposal site, but different wastes. The report also presents a qualitative evaluation of the uncertainties in the PA and makes recommendations for further study.

Book excerpt: The Idaho National Engineering and Environmental Laboratory (INEEL) is investigating the development of a comprehensive and quantitative risk model framework for environmental management activities at the site. Included are waste management programs (high-level waste, transuranic waste, low-level waste, mixed low-level waste, spent nuclear fuel, and special nuclear materials), major environmental restoration efforts, major decontamination and decommissioning projects, and planned long-term stewardship activities. Two basic types of risk estimates are included: risks from environmental management activities, and long-term legacy risks from wastes/materials. Both types of risks are estimated using the Environment, Safety, and Health Risk Assessment Program (ESHRAP) developed at the INEEL. Given these two types of risk calculations, the following evaluations can be performed: Risk evaluation of an entire program (covering waste/material as it now exists through disposal or other end states) Risk comparisons of alternative programs or activities Comparisons of risk benefit versus risk cost for activities or entire programs Ranking of programs or activities by risk Ranking of wastes/materials by risk Evaluation of site risk changes with time as activities progress Integrated performance measurement using indicators such as injury/death and exposure rates. This paper discusses the definition and calculation of legacy risk measures and associated issues. The legacy risk measure is needed to support three of the seven types of evaluations listed above: comparisons of risk benefit versus risk cost, ranking of wastes/materials by risk, and evaluation of site risk changes with time.
