Book Risk Benefit Analysis in Water Resources Planning and Management

Download or read book Risk Benefit Analysis in Water Resources Planning and Management written by Yacov Haimes and published by Springer Science & Business Media. This book was released on 2013-06-29 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: Ronald M. North President Universities Council on Water Resources People sense intuitively that the world in which we live is not free of risk. Every decision, every action, even the refusal to either act or decide involves some element of risk. Perhaps, because we accept relatively low levels of risk in our daily activi ties, we tend to minimize the existence of risk and thereby fail to include risk assessment in those decisions and actions which could be improved through a risk assessment process. However, our casual approach to risk assessment seems to stem largely from the diffi culties inherent in measuring risk rather than from any lack of cognizance of the existence of risk. This conclusion is evidenced by the many statements in official documents relating to planning and evaluation which suggest that risk assessments should be con ducted but do not provide the mechanism for such assessments nor do they encourage their consideration in the decision making process. This conference on Risk/Benefit Analysis in Water Resources Planning and Management is notable because it attempts to identify and evaluate the mechanisms available for risk assessment which might be useful in water resources planning and management efforts. These proceedings bring together the thoughts of professional per sons who have struggled with the problems of risk assessment and who have contributed to the refinement of both theoretical and pragmatic solutions for the improvement of risk assessment processes.

Book Confronting Climate Uncertainty in Water Resources Planning and Project Design

Download or read book Confronting Climate Uncertainty in Water Resources Planning and Project Design written by Patrick A. Ray and published by World Bank Publications. This book was released on 2015-08-20 with total page 149 pages. Available in PDF, EPUB and Kindle. Book excerpt: Confronting Climate Uncertainty in Water Resources Planning and Project Design describes an approach to facing two fundamental and unavoidable issues brought about by climate change uncertainty in water resources planning and project design. The first is a risk assessment problem. The second relates to risk management. This book provides background on the risks relevant in water systems planning, the different approaches to scenario definition in water system planning, and an introduction to the decision-scaling methodology upon which the decision tree is based. The decision tree is described as a scientifically defensible, repeatable, direct and clear method for demonstrating the robustness of a project to climate change. While applicable to all water resources projects, it allocates effort to projects in a way that is consistent with their potential sensitivity to climate risk. The process was designed to be hierarchical, with different stages or phases of analysis triggered based on the findings of the previous phase. An application example is provided followed by a descriptions of some of the tools available for decision making under uncertainty and methods available for climate risk management. The tool was designed for the World Bank but can be applicable in other scenarios where similar challenges arise.

Book Risk based Decision Making in Water Resources

Available in PDF, EPUB and Kindle. Book excerpt: Proceedings of the Fourth Engineering Conference, held in Santa Barbara, California, October 15-20, 1989. This collection contains 20 papers that address the application of risk analysis to a wealth of water resources problems. Current risk-assessment issues confronting water resources planners are evaluated along with areas of uncertainty. Requirements and procedures currently promoted by engineers in federal and state water resources agencies are identified. Decision analysis methods and/or models that can explicitly incorporate risk preferences are reviewed. In addition, various risk methodologies are discussed as they apply to dam safety, flood control, environmental impacts, and other social, economic, and technological aspects of water resources planning and management.

Book Risk Assessment as a Tool for Water Resources Decision Making in Central Asia

Download or read book Risk Assessment as a Tool for Water Resources Decision Making in Central Asia written by Christopher M. Teaf and published by Springer Science & Business Media. This book was released on 2004 with total page 350 pages. Available in PDF, EPUB and Kindle. Book excerpt: Water resources, both in terms of water quality and water quantity, are of critical importance in planning for sustainable development in Central Asia and the Caucasus, as well as in other parts of the world. This NATO Advanced Research Workshop (ARW), entitled "Risk Assessment as a Tool for Water Resources Decision-Making in Central Asia", was conducted on September 23-25, 2002 in Almaty, Kazakhstan. The ARW addressed methods and approaches by which risk assessment methodology that has been developed in the United States, Europe and elsewhere can be applied to environmental and water resource problems in Central Asia. The stated goals of the ARWwere: • to assess the existing state of knowledge in the context of potential applications of risk assessment tools to water resources and other environmental issues in Central Asia; • to identify research gaps and directions for future research in the area of water resources which may be addressed through the application of risk assessment tools; • to promote closer working relationships between the scientists and technical experts from Central Asia and the Caucasus, as well as the scientists and technical experts from the United States and Europe. Based on historical experiences of Central Asian scientists and their colleagues in other parts of the world, there is a demonstrated need in the region to provide education, training and technical assistance on environmental decision-making tools, including risk assessment.

Book Handbook for Environmental Risk Decision Making

Download or read book Handbook for Environmental Risk Decision Making written by C. Richard Cothern and published by CRC Press. This book was released on 2019-07-17 with total page 430 pages. Available in PDF, EPUB and Kindle. Book excerpt: This handbook describes the broad aspects of risk management involving scientific policy judgment, uncertainty analysis, perception considerations, statistical insights, and strategic thinking. This book presents all the important concepts to enable the reader to "see the big picture." This ability is extremely important - it allows the decision maker or strategic environmental planner to understand and cope with a wide variety of complex and interlinked pieces of information and data. The text presents environmental problems and, whenever applicable, the methodology required to reach a successful solution. Decisions and policies are examined. The book covers numerous objective and subjective components of environmental risk decision making. It details quantitative and comparative risk, and investigates the cost and feasibility of different decisions. Social pressures, safety, and political, religious, ethical, and psychological issues are addressed. How to evaluate the potential impact on the quality of life also is discussed. Any company doing risk assessment, risk management, or risk communication, as well as those doing environmental decision making will find this reference to be invaluable. It is also suitable as a text for courses in environmental management, environmental science, and risk assessment in the areas of risk management and strategic environmental planning.

Book Interstate Water Resource Risk Management

Download or read book Interstate Water Resource Risk Management written by Oliver Olsson and published by IWA Publishing. This book was released on 2010-02-10 with total page 137 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book (the research outcome of the EU-INCO FP6 research project Jayhun: Interstate Water Resource Risk Management: Towards a Sustainable Future for the AralBasin) focuses on and discusses the results of research done on the risk assessment levels associated with relevant regional variables in the Aral Basin and develops a strategy for an improved management of the region’s water resources. The book provides current and reliable information on the rate of glacial retreat in Central Asian and the implications for future water resources in the region. The impact of global changes on annual precipitation is assessed. The rates of reservoir siltation are established by hydrographic surveys, and analyses of wastage and effectiveness of water usage in the large irrigation massifs are conducted. Water resources models are used to analyse existing and newly generated data. These are calibrated with existing data and subsequently used for simulating various possible future scenarios. The book thereby provides a risk analysis for water resources management in the Aral Basin and identifies sustainable options for improved management of the region’s water resources.
