Book excerpt: Rio 20 the United Nations Conference on Sustainable Development (UNCSD) was held June 20-22, 2012 to allow world leaders as well as participants from governments, civil society, nongovernmental organizations (NGOs), and other groups to come together to draft a roadmap detailing how the world should promote sustainable development. The Final Outcome Document (FOD) of Rio 201 is more detailed and stronger than the initial Zero Draft. The Zero Draft of January 10, 2012 by the Secretariat was purposely general and left many areas to be filled in by specific country proposals. The FOD was finalized and agreed upon by 192 UN member States on June 22, 2012 after three preparatory rounds and protracted negotiations. In the roughly six months of negotiation, the draft ballooned from 19 pages to over 200, finally stabilizing at 53. This paper will present two charts. First, we have found that the simplest entry point for understanding this international agreement is to look at the number of times key terms are used. Second, we developed another chart that compares the Zero Draft and the FOD's Framework for Action and Follow Up in terms of what sections were modified, added, or taken out. What is noteworthy is the additional substance and specificity of the general categories in the FOD. This paper will then make some general observations about the Zero Draft and the FOD and compare specific issue areas between the two documents, with particular emphasis on (A) Poverty Eradication and the Green Economy, (B) Resilience, (C) Sustainable Development Goals, and (D) Implementation. It remains to be seen whether governments and civil society will assume their obligations to integrate the dimensions of sustainable development to create necessary and long-lasting change. The latest extreme natural disaster, Hurricane Sandy, which caused widespread devastation across communities in the United States and the Caribbean, demonstrates that even the richest countries in the world are no longer immune to the adverse impacts of climate change. It is clear that to build resilience, countries as well as businesses, NGOs, and civil society organizations will need to work together across national, ethnic, and cultural lines to make fundamental changes to the way that we develop as a globe.

This book provides a fresh conceptualisation of water security, developing an operational methodology for identifying the four core elements of water security which must be addressed by international law: availability; access; adaptability; and ambit. The analysis of the legal framework of transboundary freshwater management based on this contemporary understanding of water security reveals the challenges and shortcomings of the current legal regime. In order to address these shortcomings, the present mindset of prevailing rigidity and state-centrism is challenged by examining how international legal instruments could be crafted to advance a more flexible and common approach towards transboundary water interaction. The concept of considering water security as a matter of ‘regional common concern’ is introduced to help international law play a more prominent role in addressing the challenges of global water insecurity. Ways for implementing such an approach are proposed and analysed by looking at international hydropolitics in Himalayan Asia. Book excerpt: This report highlights the commitments for the UK from the conclusions agreed in the 'Rio+20' Summit. It was regretted that the Deputy Prime Minister declined to give evidence. It was also regretted that the Prime Minister did not attend the Rio+20 Summit. His absence undermined the Government's attempts to demonstrate its commitment to the sustainable development agenda, not just internationally but also at home in the UK. The conclusions of the Summit itself disappointed many with a lack of concrete agreement on key areas. On the other hand, many welcomed the firm commitment to develop new Sustainable Development Goals. The development of the SDGs and the Post-2015 Development Goals should be carried out jointly. The Prime Minister should take advantage of his position as co-chair of that High Level Panel to continue to push for integration of sustainable development targets with poverty eradication and climate change targets. Permanent mechanisms should be established to continue engagement with a wider range of NGOs and businesses and examine the scope for introducing wider-ranging 'sustainability reporting' for the private sector. New Sustainable Development Indicators which will complement such Government reporting, will reflect our call for emissions Indicators to be on a consumption (rather than just a production) basis. The Summit included commitments on education and the Government should remind schools of the scope for addressing sustainable development in their learning plans. Alongside this report, the Committee's scrutiny of the Government's progress in embedding sustainable development in its own policies and programmes is also being published (HC 202, session 2013-14, ISBN 9780215058911)

The CBD’s initial 1992 framework of global ABS governance established the objective of sharing the benefits arising from the use of genetic resources fairly between countries and communities. Since then, ABS has been a contested issue in international politics – not least due to the failure of effective implementation of the original CBD framework. The Nagoya Protocol therefore aims to improve and enhance this framework. Compared to the slow rate of progress on climate change, it has been considered a major achievement of global environmental governance, but it has also been coined a ‘masterpiece of ambiguity’. This book analyses the role of a variety of actors in the emergence of the Nagoya Protocol and provides an up-to-date assessment of the core features of the architecture of global ABS governance. This book offers a central resource regarding ABS governance for those working on and interested in global environmental governance. This is achieved by focusing on two broad themes of the wider research agenda on global environmental governance, namely architecture and agency. Furthermore, individual chapter contributions relate and link ABS governance to other prominent debates in the field, such as institutional complexes, compliance, market-based approaches, EU leadership, the role of small states, the role of non-state actors and more.
