Book excerpt: Over the past two decades it has become widely recognized that housing issues have to be placed in a broader framework acknowledging that civil society in the form of Community Based Organizations (CBOs) and their allies are increasingly networking and emerging as strong players that cannot easily be overlooked. Some of these networks have crossed local and national boundaries and have jumped political scales. This implies that housing issues have to be looked at from new angles: they can no longer simply be addressed through localized projects, but rather at multiple scales. The current debate is largely limited to statements about the relevance of individual organizations for local housing processes and tends to overlook the innovativeness in terms of re-scaling those processes and of influencing institutional change at various levels by transcending national boundaries. There is a significant lack of a systemic understanding of such globally operating grassroots networks and how they function in the housing process. This book brings together different perspectives on multi-scalar approaches within the housing field and on grassroots’ engagement with formal agencies including local government, higher levels of government and international agencies. By moving away from romanticizing local self-initiatives, it focuses on understanding the emerging potential once local initiatives are interlinked and scaled-up to transnational networks.

The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

The never-ending Security Council reform resulted in disappointment for hopeful governments. Inter-agency coordination on climate change, food security, and the global financial crisis did not result in joint programmes. Instead, new entities have diminished the role of the UN which operates on the OECD principles of ‘aid effectiveness.’ Consolidation and merging of UN mandates and structures appear to be a precondition for coherent and efficient action: A conclusion which dominates this edition of the publication series on ‘Reforming the United Nations’.

Yet policy responses are dismissive and evictions commonplace. This book explores 'rebel streets', the challenges faced by informal economy actors and how organised groups are seeking to reframe legal understandings to create new claims to space and urban rights. The book sets out new thinking and a conceptual framework for improved understanding of the plural relationship between law, rights, and space for the informal economy, the contest between traditional, modernist and rights-based approaches to development, and impacts on the urban working poor. With a focus on street trading, the book seeks to reframe the legal context in which modern informal economies operate, drawing on key areas of academic inquiry and case studies of how vendors are staking claim to urban rights.
