Book European Right of way and Utilities Best Practices

Download or read book European Right of way and Utilities Best Practices written by Richard Moeller and published by . This book was released on 2002 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: As right-of-way acquisition and utilities coordination grow more complex, transportation agencies in the United States are under pressure to streamline the process of providing cleared right-of-way for highway projects. The Federal Highway Administration, the American Association of State Highway and Transportation Officials, and the National Cooperative Highway Research Program sponsored a scanning study of England, Germany, Norway and the Netherlands to review best practices in right-of-way and utilities services. In the countries visited, the U.S. delegation observed a philosophy of sensitivity to the needs of property owners affected by highway projects, as well as innovative techniques for compensating owners. Highway agencies emphasize coordination with utilities to minimize delays. Right-of-way professionals undergo formal education and ongoing training to develop expertise in their field. The scanning team's recommendations for U.S. application include encouraging property owner input by involving owners in the design phase and using an in-depth interview process, creating a voluntary land consolidation pilot program, developing education programs for right-of-way professionals, and promoting greater coordination and communication between State transportation departments and utilities.

Book Longitudinal Occupancy of Controlled Access Right of way by Utilities

Download or read book Longitudinal Occupancy of Controlled Access Right of way by Utilities written by Ronald L. Williams (P.E.) and published by Transportation Research Board. This book was released on 1996 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: This synthesis will be of interest to highway administrators, design engineers, maintenance engineers and maintenance staff, traffic engineers, and safety officials. It will also provide useful information to the utilities and telecommunications industries. Information is presented on the state transportation agencies' policies, practices, and experience associated with occupancy of the rights-of-way on controlled (or limited) access highways. This report of the Transportation Research Board presents a brief history of accommodation of utilities in the right-of-way, including the policies developed over time by the American Association of State Highway and Transportation Officials (AASHTO) and the Federal Highway Administration (FHWA) and describes why there are issues associated with joint use of the highway right-of-way. A 1993/1994 survey of the state transportation agencies taken for this synthesis yielded 100% return, indicating the high interest in the subject. Issues included in the survey were policies and experiences regarding user and worker safety; controls placed on utilities; exceptions to right-of-way policies; and operational, legal, and equity issues.

Book European Right Of Way and Utilities Best Practices

Download or read book European Right Of Way and Utilities Best Practices written by U. S. Dep Federal Highway Administration and published by CreateSpace. This book was released on 2002-08 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: In March 2000, FHWA, AASHTO and the Transportation Research Board (TRB) jointly sponsored an international scanning study to observe right-of-way and utility coordination practices in four European countries. The scanning study delegation identified practices used in the selected countries that, if implemented in the U.S., will help ensure timely procurement and clearance of highway right-of-way and adjustment of utilities. Findings and observations in this report are grouped into the following chapters (Appraisal and Acquisition; Compensation and Relocation; Training; Utilities; and Project Development) and includes primary findings the team believes have the most significance and/or implementation value. Other observations that may have potential implementation value in the United States are also included.

Book Gravel Roads

Download or read book Gravel Roads written by Ken Skorseth and published by . This book was released on 2000 with total page 112 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this manual is to provide clear and helpful information for maintaining gravel roads. Very little technical help is available to small agencies that are responsible for managing these roads. Gravel road maintenance has traditionally been "more of an art than a science" and very few formal standards exist. This manual contains guidelines to help answer the questions that arise concerning gravel road maintenance such as: What is enough surface crown? What is too much? What causes corrugation? The information is as nontechnical as possible without sacrificing clear guidelines and instructions on how to do the job right.

Book A Guide for Accommodating Utilities Within Highway Right of way

Download or read book A Guide for Accommodating Utilities Within Highway Right of way written by American Association of State Highway and Transportation Officials and published by American Association of State Highway & Transportation Officials. This book was released on 1994-01-01 with total page 27 pages. Available in PDF, EPUB and Kindle. Book excerpt: Aside from the necessary differences imposed by State and local laws, regulations, franchises, governmental/industry codes, climate, and geography, reasonable uniformity in the engineering requirements should be employed by highway agencies for regulating the use of highway right-of-way by utilities. In this respect, guidelines outlining safe and rational practices for accommodating utilities within highway right-of-way are of valuable assistance to the highway agencies. The AASHTO guidelines in this publication are provided in the interest of developing and preserving safe highway operations and roadsides. Minimizing possible interference and impairment to the highway and its structures, providing a good appearance, and minimizing maintenance are covered in these guidelines. These guidelines should be interpreted and applied to the extent consistent with State laws which give utilities the right to use or occupy highway right-of-way.

Book Standard Guideline for the Collection and Depiction of Existing Subsurface Utility Data

Download or read book Standard Guideline for the Collection and Depiction of Existing Subsurface Utility Data written by and published by Amer Society of Civil Engineers. This book was released on 2003 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: CI/ASCE Standard 38-02 presents a credible system for classifying the quality of utility location information that is placed in design plans. The Standard addresses issues such as: how utility information can be obtained, what technologies are available to obtain that information; how that information can be conveyed to the information users; who should be responsible for typical collection and depiction tasks; what factors determine which utility quality level attribute to assign to data; and what the relative costs and benefits of the various quality levels are. Used as a reference or as part of a specification, the Standard will assist engineers, project and utility owners, and constructors in developing strategies to reduce risk by improving the reliability of information on existing subsurface utilities in a defined manner.
