Rich mond can claim an historical inheritance greater than this: her history is peculiarly interwoven with that of the United States, both at its formative period and at the great crisis that threatened the existence of the Union. Being the Capital of the Confederacy, she was from the beginning of the Civil War to the end the most notable city of the country at that time. No city in America, there fore, is richer in historical interest than is Richmond. In addition to this she has a local history of men and movements which is of especial value to every one connected with the city who appreciates the efforts of the fathers to bequeath to them a beautiful, well-built and well-ordered place of habitation. I have undertaken to trace this history from the time the white man first appeared on the banks of the Powhatan and in honor of his sovereign called it the James, until to-day. With a wealth of material and a limited space, it has been difficult to thread my way along the years and to know what to leave out and what to put in the book. It has been my purpose to represent every phase of the city's life and to tell something of interest to the people of every class - professional, commercial, industrial and social. At the risk of being tedious I have given the names of the men back of the movements in order that we may become acquainted with the builders of our city as they come before the eyes of the public. The names of many worthy citizens have not been mentioned because they did not happen to come before the public vision. I have told of a few crimes which have been so notorious as to become a part of the history and many I have omitted. One of the "five little Scotts," children of the founder of the investment firm Scott & Stringfellow, she grew up with great privilege, and she schooled her children in how to take advantage of such privilege and how to ignore it. Whether in their winter residence at 909 West Franklin Street in Richmond or at their summer home, Royal Orchard, in the Blue Ridge Mountains, in her household she insisted both on achievement and on avoiding boredom at all costs. As Mary Buford Hitz recounts with intelligence and feeling, her mother often seemed like a natural force, leveling anything that stood in its way but leaving in its wake a brighter, changed world. Never Ask Permission is not only a daughter's honest portrait of a charismatic and difficult woman who broke the threads of convention; in Elisabeth Scott Bocock we recognize the flawed but feisty, enduring character of Richmond.

Richmond, the capital of the Confederacy, was in shambles after the Civil War. The bulk of Reconstruction became dependent on the railways, and one of the most important links in the system was the Church Hill Tunnel. The tunnel was eventually rendered obsolete by an alternative path over a viaduct, and it was closed for regular operation in 1902. However, the city still used it infrequently to transport supplies, and it was maintained with regular safety inspections. The city decided to reopen the tunnel in 1925 due to overcrowding on the viaduct, but the tunnel needed to be strengthened and enlarged. On October 2, 1925, 190 ft. of the tunnel unexpectedly caved in, trapping construction workers and an entire locomotive inside. In recent years, there has been a renewed interest in the tunnel and the mystery surrounding its collapse. There were cave-ins and sink holes above the surface for decades after the tunnel was sealed up, and in 1998, a reporter from the Richmond Times-Dispatch did an investigation, trying to determine the current condition of the tunnel. In 2006, the Virginia Historical Society announced its efforts to try and excavate the locomotive and remaining bodies.
