Tercero, porque el modelo bolivariano ofrece una respuesta democrática y solidaria al capitalismo salvaje que propone el neo-liberalismo en la actualidad. Venezuela hoy nos ofrece algo radicalmente diferente, es "la posibilidad optimista" de una democracia nueva, solidaria, soberana, socialista, moderna, no dogmática y por qué no, ecológica.

Book excerpt: This book addresses the problems of administrative reform in Third World countries by examining recent reform efforts in Peru, Colombia, and Venezuela. Dr. Hammergren discusses the politics of administrative change and the interaction of the political and technical dimensions of reform in the three countries. The failure of many reform programs, she suggests, can be traced to their conception primarily in technical terms; the neglect of the political dimension encourages a division between the interests dominating the technical, planning stages and the groups needed for implementation. In the case of Third World programs, this division is further aggravated by the impact of external actors on the power base and orientation of national reform planners. While international support helped establish reform programs in the three countries studied, it also dissuaded planners from building ties with other national groups and from broadening and intensifying their political bases. Dr. Hammergren explores the sources of program content in the case studies and the notion of reform success or failure and examines alternative strategies for designing reform programs. Her emphasis is on identifying political, programmatic, and organizational variables that can be manipulated to enhance program implementation and effectiveness.

Book excerpt: Murder and Politics in Mexico studies the causes of political killings in Mexico’s liberalization-democratization within the larger context of political repression. Mexico’s democratization process has entailed a little known but highly significant cost of human lives in pre- and post-election violence. The majority of these crimes remain in a state of impunity: in other words, no person had been charged with the crime and/or no investigation of it had occurred. This has several consequences for Mexican politics: when the level of violence is extreme and when political killings that are systematic and invasive are involved, this could indicate a real fracture in the democratic system. This book analyzes several dimensions regarding impunity and political crime, more specifically, the political killings of members of the PRD in the post-1988 period in Mexico. The main argument proposed in this book is that impunity for political killings is a structured system requiring one central precondition, namely the failure of the legal system to function as a system of restraint for killings. Dr Schatz’s research finds that political assassinations are indeed rational, targeted actions but they do not occur within an institutional vacuum. Political assassinations are calculated strategies of action aimed at eliminating political rivals. As a form of interpersonal violence, political assassination involves direct or implied authorization from political leaders, the availability of assassins for hire and the willingness of some political leaders to utilize them against political opponents, and violent interactions between political parties combined with judicial system ineffectiveness. A corrupt legal system facilitates the use of political assassination and explains the persistence of impunity for political murder over time. To reduce political violence in the transition to electoral democracy, specific institutional conditions, namely a structured system of impunity for murder, must be overcome.

According to most observers, the main Contra army, or the Fuerza Democrática Nicaragüense (FDN), was a mercenary force hired by the CIA to oppose the Sandinista socialist revolution. The Real Contra War demonstrates that in reality the vast majority of the FDN’s combatants were peasants who had the full support of a mass popular movement consisting of the tough, independent inhabitants of Nicaragua’s central highlands. The movement was merely the most recent instance of this peasantry’s one-thousand-year history of resistance to those they saw as would-be conquerors. The real Contra War struck root in 1979, even before the Sandinistas took power and, during the next two years, grew swiftly as a reaction both to revolutionary expropriations of small farms and to the physical abuse of all who resisted. Only in 1982 did an offer of American arms persuade these highlanders to forge an alliance with former Guardia anti-Sandinista exiles--those the outside world called Contras. Relying on original documents, interviews with veterans, and other primary sources, Brown contradicts conventional wisdom about the Contras, debunking most of what has been written about the movement’s leaders, origins, aims, and foreign support.
