Book excerpt: With the fall of the Soviet Union in 1991, former Communist Party leaders in Central Asia were faced with the daunting task of building states where they previously had not existed: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Their task was complicated by the institutional and ideological legacy of the Soviet system as well as by a more actively engaged international community. These nascent states inherited a set of institutions that included bloated bureaucracies, centralized economic planning, and patronage networks. Some of these institutions survived, others have mutated, and new institutions have been created. Experts on Central Asia here examine the emerging relationship between state actors and social forces in the region. Through the prism of local institutions, the authors reassess both our understanding of Central Asia and of the state-building process more broadly. They scrutinize a wide array of institutional actors, ranging from regional governments and neighborhood committees to transnational and non-governmental organizations. The country opened up massively to Western influence through development aid for civil society and for economic reforms, faced two revolutions in 2005 and 2010, and experienced bloody interethnic conflict in 2010. Kyrgyzstan is therefore commonly studied as a twin case: that of having been, for more than two decades, both an “island of democracy” in Central Asia—and the only country of the region to have made the transition to a parliamentary regime—and the archetypical example of a “failing state,” one marked by endemic corruption, criminalization of the state apparatus, and collapse of public services. This volume goes beyond these two clichés and provides a research-based and unideological narrative on the country. It identifies political dynamics, their powerbrokers, and the role of international organizations; investigates the profound social transformations of both the rural and the urban worlds; and examines the broad feeling, by local actors, that Kyrgyzstan’s fragile state identity should be consolidated. This book gives the floor to the new generation of scholars whose long-term vernacular-language field research made it possible to provide new interpretative prisms for the complex evolution of Kyrgyzstan.

The states here continue to undergo complex nation-building process, which is far from complete, but they firmly remain insulated by Russia and but more increasingly so by China. Only Kyrgyzstan has so far uniquely followed a liberal polity, but this young country had to cope with two revolutions before achieving a parliamentary democracy in 2010. However, the institution of democracy remains weak because of some difficult and intricate internal and external challenges i.e., economic, ethnic, Islamic, narcotic along with convoluted strategic games played by major powers in Kyrgyzstan. It is the only country in the world that hosts military bases of both Russia and the United States. The country retains strong Chinese economic influence. It contains aspects of India's engagement in Kyrgyzstan and throws light on India's newly launched 'Connect Central Asia' policy.

The country prides itself in an age old oral epic tradition that recounts the mighty deeds of the hero Manas. When explorers first encountered Manas performers in the late nineteenth century, they hailed their art as a true representation of the heroic age, and compared it to masterpieces such as the Kalevala and the Iliad. Today there are still many excellent performers who can keep their audiences spellbound. They are believed to draw their inspiration from the spirit of Manas himself. This book portrays the meaning of this huge work of art in Kyrgyz society. Based on extended periods of anthropological fieldwork between 1996 and 2000, it explores the calling of its performers, describes the transformations of the oral tradition in printed media and other forms of art, and examines its use as a key symbol for identity politics. It deals extensively with the impact of the Soviet period, during which Kyrgyzstan became an autonomous republic for the first time in history. The tremendous changes initiated during these years had far-reaching consequences for the transmission and reception of the Manas epic. The specific Soviet approach to ethnicity was also elementary in the decisions to assign the Manas epic the role of national symbol after 1991, when Kyrzygstan was thrown into the turnoil of a post-socialist existence.
