Book excerpt: On 3 and 4 September 2007, the Institute for Global Dialogue (IGD) and the Friedrich Ebert-Stiftung (FES) jointly hosted the fourth Southern African Forum on Trade (SAFT) on the theme of 'Revisiting regionalism in Southern Africa.' Like its predecessors, the fourth SAFT provided a platform for critical debate and reflection on trade-related matters, bringing together from the region academics, activists, policy-makers, and senior officials working in the field. This latest meeting of the SAFT was aimed at revisiting the approach to regional economic integration adopted by the Southern African Development Community (SADC) from both a normative and an empirical perspective. One objective was to provide a basis from which to assess the current trajectory of regional integration and co-operation in SADC beyond the milestones for deeper integration set by SADC itself. This was done by taking a step back, and having a fresh look at different models of regionalism with regard to their respective potential in meeting the socio-economic and political development challenges of Southern Africa.

This book surveys the socio-economic, intellectual and security related dimensions of African regionalisms since the turn of the 20th century. It argues that the continent deserves to be considered as a crucible for conceptualizing and contextualizing the ongoing influence of colonial policies, the emergence of specific integration and security cultures, the spread of cross-border regionalisation processes at the expense of region-building, the interplay between territory, space and trans-state networks, and the intrinsic ambivalence of global frontier narratives. This is emphasized through the identification of distinctive 'threads' of regionalism which, by focusing on genealogies, trajectories and ideals, transcend the binary divide between old and new regionalisms. In doing so, the book opens new perspectives not only on Africa in international relations, but also Africa’s own international relations. The point of departure is the study of 'new regionalism', which refers to the wave of regional integration globally since the 1980s. However, whilst the current regionalism studies undoubtedly contributes to a deeper understanding of regional processes, important gaps remain, in particular the relatively scant emphasis given to civil society. This particularly relates to regions in the global South, including Southern Africa. The overarching aim of this book is therefore to analyse the dynamics of civil society regionalization in Southern Africa, both empirically and from a theoretical perspective, through analysing the cases of trade and HIV/AIDS. The study finds that CSOs can be more active in regional governance than has previously been conceptualized and are also highly active in terms of constructing regionalization through framing issues and, to a less extent, making identities 'regional'. Furthermore, the book enhances knowledge of the heterogeneous nature of civil society regionalization. Lastly, it is demonstrated that 'going regional' is only partly an autonomous process and also has to be understood as under the influence of the deeper statist and capitalist social structures marking the regional order in Southern Africa.
