Book excerpt: A team of examiners from the Organisation for Economic Cooperation and Development (OECD) reviews Portugal's education system in a three-part report. Part One begins with the consequences of the 1974 revolution, Portugal's economic problems, its impending attachment to the European Economic Community, and rising public expectations about education. It continues with criticism of the Ministry of Education, which is overstaffed and has duplicate functions. The examiners propose reduction of branches and suggest the establishment of a national education advisory council and closer relations with other government agencies. A high priority for the compulsory school-level education (four primary and two preparatory grades) is improvement of standards in rural areas. Accepting the future extension of compulsory schooling from 6 to 9 years, the examiners counsel step-by-step reform of the school structure and curriculum. Education of 16-to-19 year olds is a problematic issue since upper-secondary schools are not providing adequate vocational courses. The examiners feel a solution is for Portugal to adopt a comprehensive education and training policy for that age group implemented jointly by the Ministries of Education and Labor. Part Two of the report includes a record of the review meeting between the OECD examiners and the Minister of Education and his delegates and addresses five areas of concern. The third part is a summary of the Ministry of Education's Backgroud Report of the education system in Portugal. (MD)

As recently as 1990, tertiary education was an elite system centered on a handful of traditional universities which served a small number of well-prepared students. Today the system is diverse and dynamic, with over 6,000 programs of study offered by more than 200 institutions. More than 800,000 students are now enrolled, representing over 40 percent of the age cohort. In making this transition, the country has relied on significant development of private tertiary education and the introduction of substantial cost-sharing (tuition and fees) in the entire system. It has coupled this with a strong licensing and quality assurance system, and, increasingly, an innovative and robust student aid system. The aforementioned changes have been a key to Chile's drive for increased competitiveness over the last two decades, and have been consistent with efforts to gain permanent membership in the Organization of Economic Cooperation and Development (OECD). The World Bank assisted the Government of Chile during much of this period, offering both its technical capacity and resources through several loans for human capital development and numerous analytical and knowledge-sharing activities. In 2008, the World Bank and the OECD collaborated to provide a broad assessment of the sub-sector through a comprehensive review of Chile's national policies for tertiary education. The review, tertiary education in Chile, analyzes the achievements of the last decades and outlines the challenges Chile faces in its quest to provide its citizens with a high quality tertiary education system. This note summarizes the main findings and recommendations of the book.

There are significant macroeconomic benefits to education, such as increased productivity. That said, individuals tend to benefit the most from high-quality, equitable education systems. In 2004, the OECD performed a review of national education policies and an analysis of the Chilean education system. This review aims to identify key changes in the Chilean education system mainly from 2004-16, in order to analyse where education in Chile stands today and offer recommendations to help provide better education opportunities for all Chileans in the coming years. The review therefore examines different areas of education policy in Chile, from early childhood education and care (ECEC) to higher education.
