This infrastructure includes flood control levees, multi-purpose dams, locks, navigation channels, port and harbor facilities, and beach protection infrastructure. The Corps of Engineers also regulates the dredging and filling of wetlands subject to federal jurisdictions. Along with its programs for flood damage reduction and support of commercial navigation, ecosystem restoration was added as a primary Corps mission area in 1996. The National Research Council (NRC) Committee on U.S. Army Corps of Engineers on Water Resources Science, Engineering, and Planning was convened by the NRC at the request of the Corps of Engineers to provide independent advice to the Corps on an array of strategic and planning issues. National Water Resources Challenges Facing the U.S. Army Corps of Engineers surveys the key water resources challenges facing the Corps, the limits of what might be expected today from the Corps, and future prospects for the agency. This report presents several findings, but no recommendations, to the Corps of Engineers based on initial investigations and discussions with Corps leadership. Part of the cost of doing business with the Corps involves paying for overhead-costs that do not directly relate to a specific project or activity but more generally support agency operations. Overhead costs are included in the amount that Congress appropriates for specific Corps projects and the amount that customers pay for Corps' services. The Corps provides services to customers including other Department of Defense units, federal agencies, state and local governments, Indian tribes, and foreign governments. The Corps' Civil Works program is organized around its headquarters, 8 divisions, and 38 districts nationwide. Only district overhead is charged to projects; overhead for headquarters and divisions is not. You asked GAO to review the Corps' process for building overhead costs into projects. This report examines (1) how the Corps builds overhead costs into its projects and (2) customers' views on overhead information. To accomplish this, GAO reviewed Corps' documentation of its overhead and billing processes, interviewed officials at Corps headquarters, 2 divisions, and 4 districts based on geographic location, and interviewed 16 of the highest paying federal and nonfederal Corps' customers in fiscal year 2012. Book excerpt: What is the most effective district structure to reduce cost growth of military construction projects for the United States Army Corps of Engineers? Leaders assess the requirements for the organization when designing the management structure. The structure determines how the organization manages their business processes. The current structure of the USACE districts contributes to project cost growth and additional costs to combatant commands, service component commands, and local installations. The additional project costs prevent customers from using funds for other projects, causing a hostile relationship between the customer and the district. The fear of project growth causes customers to choose different administrating agents on projects where USACE does not have primacy. The USACE districts' primary function for military construction projects is project management. Army engineer brigades also conduct project management, but experience less project growth. While the USACE matrix structure contributes to cost increases, the Army engineer brigades' hybrid structure reduces the opportunity for growth by regulating the span of control, establishing differentiation of managerial levels, horizontally integrating the employees, managing employee specialization, and centralizing control of the employees. Assessing the organizational structure through the project selection, planning, design, and execution phases demonstrates how the USACE districts could benefit from a hybrid structure like Army engineer brigades. The first chapter introduces the four most common organizational structures used today. To prevent confusion among the various theorists, the paper uses the terms functional, self-contained units, matrix, and hybrid to describe the organization types. The chapter outlines that functional organizations contain stovepipes of specialists, self-contained units benefit from having all information under a single manager, and the matrix organization uses a project manager and functional managers to control projects. Finally, it describes the idea of a hybrid organization, one that takes aspects from other organizational types and combines them to achieve the best results. Chapter Two documents how the organizations control cost growth on projects. It reviews the organizational structure of USACE districts commanded by colonels and provides insight into the USACE districts' cost growth problem. The chapter also evaluates the structure of active duty US Army engineer brigades as an example of a hybrid organization with functional advisors to the commander and self-contained organizations to develop projects and reduce cost growth. Chapter Three compares how the USACE districts and Army engineer brigades control cost growth during the selection and design of projects. It describes how the organizations distribute the processes needed during this phase. Chapter Four reviews how the organizations monitor and control projects during construction with a focus on reducing the opportunities for project growth. The USACE districts' incorporates intricate processes during the construction phase to comply with the fiscal limits imposed by the government, while the US Army engineer brigades follow self-imposed rules to prevent cost growth during construction.

In the act, Congress established a 7-year trial period for this requirement and also required the Corps to submit two reports on its experiences with the peer review process. GAO was asked to examine (1) the number of Corps project studies that have undergone independent peer review in response to section 2034, (2) the cost of these peer reviews, (3) the extent to which the Corps' process for determining if a project study is subject to peer review is consistent with section 2034, (4) the process the Corps uses to ensure that the contractors it hires and the experts the contractors select to review project studies are independent and free from conflicts of interest, and (5) the extent to which peer review recommendations have been incorporated into project studies. GAO reviewed relevant laws, agency guidance, and documents and interviewed Corps officials and contractors. "
