Virtually no rigorous research has been directed into the nature and significance of the existing relationship between government and civil society in individual country studies, with specific reference to the environmental policy sector, or into how this relationship may be evolving. This book explores this connection in Singapore, and what causes it to evolve, through three case narratives. Its rationale is to address this gap in the literature from a "governance theory" perspective that focuses on state adaptation to the external environment and new forms of coordination and collaboration between government and civil society to tackle new societal problems. The application of the "governance theory" approach to specific case studies is itself a topic that deserves much greater study than what it has so far received.

These include: that the Government should, together with local authorities, licence applicants and other stakeholders, evaluate the licensing forms with the aim of making them more user friendly; that in the case of not for profit clubs only the bar area should be taking into account when assessing the rateable value of the premises; that sports clubs should be placed in a fee band based on 20 per cent of their rateable value; that a national database of licence holders be implanted and that the allowable period for transferring a personal licence due to death should be increased to 21 days; increasing the limit of Temporary Events Notices (TENs) to 15 per year whilst enhancing the ability to object to the granting of a TEN; that the density of venues in a particular area should always be taken into consideration when granting a premises licence; the exemption of venues with a capacity of 200 or less from the need to obtain a licence for the performance of live music and the reintroduction of the two in a bar exemption; the introduction of portable licences for circuses and possible exemption of certain low-risk small-scale travelling entertainments; the creation of a new category be created for adult clubs such as lap dancing clubs and that they be licensed, in accordance with Government proposals, under the Local Government (Miscellaneous Provisions) Act.

It describes Singapore theatre as a politically dynamic field that is often a site for struggle and resistance against state orthodoxy, and how the cultural policies of the ruling People’s Action Party (PAP) have shaped Singapore theatre. The book traces such cultural policies and their impact from the early 1960s, and shows how the PAP used theatre – and arts and culture more widely – as a key part of its nation building programme. Terence Chong argues that this diverse theatre community not only comes into regular conflict with the state, but often collaborates with it - depending on the rewards at stake, not to mention the assortment of intra-communal conflicts as different practitioners and groups vie for the same resources. It goes on to explore how new forms of theatre, especially English-language avant garde theatre, represented resistance to such government cultural control; how the government often exerts its power ‘behind-the-scenes’ to preserve its moral legitimacy; and conversely how middle class theatre practitioners’ resistance to state power is strongly influenced by class and cultural capital. Book excerpt: It is now apparent, especially in the aftermath of the regional financial crisis of 1997, that globalization has been impacting upon the Southeast Asian economies and societies in new and harrowing ways, a theme of many recent studies. Inadvertently, these studies of globalization have also highlighted that the 1980s and 1990s debate on democratization in the region – which focused on the emergence of the middle classes, the roles of new social movements, NGOs and the changing relations between state and civil society – might have been overly one-dimensional. This volume revisits the theme of democratization via the lenses of globalization, understood economically, politically and culturally. Although globalization increasingly frames the processes of democracy and development, nonetheless, the governments and peoples of Southeast Asia have been able to determine the pace and character – even the direction of these processes – to a considerable extent. This collection of essays (by some distinguished senior scholars and other equally perceptive younger ones) focuses on this globalization–democratization nexus and shows, empirically and analytically, how governance is being restructured and democracy sometimes deepened in this new global era. A historical review introduces the volume while an analytical assessment of the ten case-studies concludes it.
