Within another six months it will be a burning question in many states. As Dr. Blue, surgeon general of the United States Public Health Service, has said, it is the next grwt step in social legislation in this country. Ai present the United States has the unenviable distinction of being the only great industrial nation without compulsory health insurance. For a generation the enlightened nations of Europe have one after another discussed the idea and followed discussion by adoption. It has constituted an important part of the policy and career of some of Europe's greatest statesmen, including Bis marck and Lloyd George. Germany showed the way in 1883 under the leadership of Bismarck. This act was the first step in her program of social legislation. Her wonderful industrial pm gress since that time, her comparative freedom from poverty, reduction in the death rate, advancement in hygiene, and the physi cal preparedness of her soldiery, are presumably due, in consider able msure, to health insurance. Book excerpt: Excerpt from Bulletin of the Bureau of Labor, Vol. 86: January, 1910 The purpose of this article is to review the operation of the Cana dian Industrial Disputes Act from April, 1908, to August, 1909. An earlier report, published in the Bulletin of the Bureau of Labor for May, 1908, describes the purpose, administration, and results of the law, and sentiment toward it during the first year it was in force, and contains a detailed commentary on its provisions. Since then the act has not been amended, but subsequent experience enables a maturer judgment to be formed of its strong features, as well as of the deficiencies that accompany such experimental legislation, and makes possible a fairer estimate of its usefulness. On the whole it does not seem necessary to revise the conclusions of the previous report, which the following observations will supplement rather than supersede. But the nearness of Canada, the similarity of its indus trial conditions to our own, the fact that this law directly affects trade unions and corporations on both sides the border, and the advocacy of like legislation in the United States make of value to Americans current information upon this subject. Book excerpt: In this comprehensive, wide-ranging analysis, Susan Lehrer investigates the origins of protective labor legislation for women, exposing the social forces that contributed to its passage and the often contradictory effects it had on those it was designed to protect. A rapidly expanding female work force is prompting both employers and society to rethink attitudes and policies toward working women. Lehrer provides critical insight into current issues affecting female employees--pay equity, equal rights, maternity--that have their roots in past debates about and present realities affecting women workers. Protective labor laws enacted from 1905 to 1925 had the effect of delimiting the position of working women. Lehrer examines the relationship between women's work in the labor force and domestic labor, and the reasons why the government was interested in regulating this relationship. Focusing on the dual need for a continuing labor force (women as producers of children) and cheap labor (women in low-paying jobs), she demonstrates the way in which social reforms worked to the advantage of capitalism even though they materially aided subordinate classes. The principal groups considered herein are social reform organizations (suffragists and the Women's Trade Union League), organized labor (AFL, ILGWU, printing trades' unions), and employers' associations (National Association of Manufacturers and the National Civic Federation). Considered together, this book provides a broad and detailed picture of the forces involved in the issues of protective labor legislation.
