Book excerpt: A full, independent, public inquiry must be convened to address whether commercial pressure from oil and gas companies affects the safety of offshore helicopter operations. This inquiry must also examine the role of the Civil Aviation Authority. MPs highlight how the Air Accidents Investigation Branch (AAIB) investigation into the Sumburgh crash uncovered a number of serious issues. In particular, AAIB found pre-flight safety briefing did not accurately explain how to use the type of Emergency Breathing System (EBS) supplied on the helicopter. The Committee also concludes: (i) Regulatory inertia at the European Aviation Safety Agency (EASA) is exposing offshore workers to unnecessary risk by slowing down the implementation of safety improvements; (ii) There is no conclusive evidence that Super Puma variant helicopters (which make up some 60% of the UK offshore helicopter fleet) are less safe than other helicopters; (iii) The CAA review of the Sumburgh crash found that since 2008 more incidents were reported in Norway than in the UK despite the Norwegian fleet being smaller; (iv) The Government must push the European Aviation Safety Agency to implement changes recommended by the AAIB more rapidly. In addition, the Committee urges (i) AAIB to keep crash survivors better informed on the progress of investigations in future; (ii) CAA to meet survivors to hear their experiences and to consider their suggestions for safety improvements.

Book Medical Aspects of Helicopter Safety and Crashworthiness

Download or read book Medical Aspects of Helicopter Safety and Crashworthiness written by D. F. Shanahan and published by . This book was released on 1984 with total page 13 pages. Available in PDF, EPUB and Kindle. Book excerpt: Helicopters are being used in increasing numbers for military operations in countries throughout the world. In the U.S. Army, helicopters comprise approximately 94 percent of the active fleet. While medical considerations for helicopter operations are much the same as for fixed wing operations, there are some differences of emphasis that will be reviewed. A review of the past 5 year's accident experience reveals that 80 percent are attributed to human error. It is shown that crew error is never a sufficient explanation for an accident. The relationship of errors to system deficiencies is established through human factors analysis. Once identifide, appropriate measures can be instituted to correct these deficiencies. Since current operational helicopters are not equipped with systems for inflight escape, crashworthiness is a key issue in their design. Principles of helicopter crashworthiness are reviewed, and the means for deriving these principles from crash injury analysis is discussed.

Book Paying for the Piper

Download or read book Paying for the Piper written by Charles Woolfson and published by Routledge. This book was released on 2013-10-23 with total page 624 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is an appraisal of current offshore industrial relations, and safety regulations instituted after the 1988 Alpha disaster in the North Sea. This text discusses the oil industry's attempts to contain subsequent, unwelcome regulatory interference, and examines the fraught history of trade unionism in the offshore industry, the conflict over health and safety, and the sometimes brutal struggle over union rights as the workforce attempted to achieve a collective voice in the reshaping of the safety and production environment. The authors conclude that, as yet, offshore safety has been little, or not at all, improved.
