Book Actions Taken and Needed to Improve FAA s Runway Safety Area Program

Download or read book Actions Taken and Needed to Improve FAA s Runway Safety Area Program written by Lou E. Dixon and published by DIANE Publishing. This book was released on 2009-12 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report presents the results an audit of the FAA¿s Runway Safety Area (RSA) program. An RSA is a rectangular space around a runway that provides critical safety margins for landing and departing aircraft, thereby helping to minimize the risk to aircraft and passengers from flights that undershoot, overrun, or veer off a runway. Over the last 10 years, 75 aircraft have overrun or veered off the Nation¿s runways, resulting in nearly 200 injuries and 12 fatalities. The audit objectives were to: (1) assess airport sponsors¿ and FAA¿s progress and challenges, if any, in fulfilling the congressional RSA mandate; and (2) evaluate the effectiveness of FAA¿s process for identifying, prioritizing, and funding needed RSA improvements. Book excerpt: To improve aviation safety, the Federal Aviation Administration (FAA) plans to have in place the initial capabilities of a risk-based approach to safety oversight, known as a safety management system (SMS), by the end of fiscal year 2010. FAA is also implementing new procedures and technologies to enhance the safety, capacity, and efficiency of the national airspace system. Data are central to SMS and FAA's ability to test the impact of these changes on safety. This report addresses FAA's: (1) current and planned use of data to oversee aviation safety; (2) access to data for monitoring aviation safety and the safety performance of various industry sectors; and (3) efforts to help ensure data quality. Book Actions Needed to Improve Runway Safety

Download or read book Actions Needed to Improve Runway Safety written by Calvin L. Scovel and published by . This book was released on 2008 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Safety is the Federal Aviation Administration's (FAA) highest priority, and the United States has experienced one of the safest periods in aviation history. However, we continue to see incidents such as the recent close calls on the ground in Baltimore, Chicago, and San Francisco, which serve as reminders that we must work to make our system even safer. Aviation stakeholders are expressing growing concerns regarding the rise in severe runway incidents. In fact, the last fatal commercial aircraft accident in the United States (in 2006) occurred because the pilots of Comair flight 5191 attempted to take off from the wrong runway. A significant threat to runway safety is runway incursions (any incident involving an unauthorized aircraft, vehicle, or person on a runway). This critical safety issue requires continual action and heightened attention. Reducing the risk of runway incursions has been on the National Transportation Safety Board's (NTSB) Most Wanted List of Safety Improvements since the list's inception in 1990. Because runway incursions can be caused by controllers, pilots, or ground vehicles, responsibility for their prevention falls on all users of the National Airspace System--FAA, airlines, and airport operators. From 1999 to 2001, runway incursions increased at alarming rates. To its credit, FAA took decisive action that helped to reduce these incidents--it established regional runway safety offices, and initiated aggressive educational programs for pilots. However, since 2003, the number of runway incursions has begun climbing again, reaching a high of 370 in fiscal year (FY) 2007--a 12-percent increase over (FY) 2006."--Author's statement.'
