Finincial crises and recessions set much higher requirements toward financial stability of the enterprise. In their search to regain stability and improve performance, companies utilize various operating and financing solutions. Among these solutions, an important role belongs to cost reduction initiatives such as early retirement incentives. Early retirement incentives are considered to be an effective and humane measure of payroll costs reduction. Neverthless, there is a lot of controversy regarding its actual efficacy. This research paper reviews costs and ramifications of early retirement incentives and their efficacy as compared to other cost-reduction options, and analyzes advantages and disadvantages of their implementation in order to conclude on their actual efficacy. While early retirement incentives may have significant payroll-costs reduction potential, they are not focused, and their outcomes may vary greatly. Therefore, estimation of immediate financial effects of early retirement incentives and their unintended consequences is extremely challenging. Similarly, it is impossible to conclusively determine who benefits more from early retirement incentive programs - a company or its employees. These facts drive to the conclusion that implementation of the early retirement incentives requires the most elaborate planning and execution in order to be effective, predictable, and safe.

The book is based on more than 50 accounts of academics who took early retirement options and a comprehensive review of incentive programs for early retirement, along with mid-career change programs. Chapter 1 explains why colleges and universities are interested in mid-career change and early retirement programs, and outlines the various options now available. Career options in industry, government, and academia are analyzed in chapter 2. Chapter 3 offers an analysis of the experiences of 70 of the first 100 or so persons who were induced to retire early, covering such topics as motivation, satisfaction with the decision, and ways that early retirement affected their well-being. Chapter 4 discusses the fiscal considerations involved in early retirement plans. Chapter 5 examines the manpower questions, including such questions as how incentive early-retirement plans will affect the age distribution of university and college faculties and whether early-retirement and mid-career change will modify age and talent distribution. Chapter 6 contains a discussion of the funding requirements and tax implications of increased-benefit retirement programs and an analysis of the legal aspects of age discrimination. The final chapter sketches the policy implications of mid-career change and early retirement, presents summary evaluation of the early-retirement schemes, and outlines a number of considerations for colleges, universities, and faculty members contemplating these options. In the final chapter several policy considerations are discussed, including: developing a mechanism for faculty review and evaluation; providing retirement and financial counseling; dissemination information about the options; and recognizing potential contributions from Emerkiti. Book excerpt: This ninth phase of the International Social Security project, which studies the experiences of twelve developed countries, examines the effects of public pension reform on employment at older ages. In the past two decades, men’s labor force participation at older ages has increased, reversing a long-term pattern of decline; participation rates for older women have increased dramatically as well. While better health, more education, and changes in labor-supply behavior of married couples may have affected this trend, these factors alone cannot explain the magnitude of the employment increase or its large variation across countries. The studies in this volume explore how financial incentives to work at older ages have evolved as a result of public pension reforms since 1980 and how these changes have affected retirement behavior. Utilizing a common template to analyze the developments across countries, the findings suggest that social security reforms have strengthened the financial returns to working at older ages and that these enhanced financial incentives have contributed to the rise in late-life employment.

Available in PDF, EPUB and Kindle. Book excerpt: We evaluate potential determinants of enrollment in an early retirement incentive program for non-tenure-track employees of a large university. Using administrative record on the eligible population of employees not covered by collective bargaining agreements, historical employee count and layoff data by budget units, and public information on unit budgets, we find dips in per-employee finance in a budget unit during the application year and higher recent per employee layoffs were associated with increased probabiliites of eligible employee program enrollment. Our results also suggest, on average, that employees whose salaries are lower than we would predict given their personal characteristics and job titles were more likely to enroll in the early retirement program. To the extent that employees' compensation reflects their productivity, as it should under a pay system in which annual salary increases are based on merit, this finidng suggests that adverse selection was not a problem with the program. That is, we find no evidence that on average the "most productive" employees took the incentive.
