A series of government-led structural reforms have contributed to sustained growth in the country over the last two decades as well as to considerable poverty reduction in rural areas. However, Ethiopia faces critical challenges it will need to overcome to meet the needs of a growing rural population. In practice, this will require updating the existing rural development strategy in order to better integrate the interaction of rural and urban areas. Policy approaches that account for the fast urbanisation process experienced in the country will therefore be key to improving the well-being of rural populations and promoting national growth. This report takes a spatial approach to study Ethiopia's rural development strategies. It highlights the need to develop stronger and more functional linkages between rural and urban areas. As such, the development of intermediary cities and small urban centres provides large scope for inclusive rural transformation. The report is the result of rigorous analysis, and extensive consultations with national and international stakeholders. It identifies some of the key challenges faced by rural areas and provides a series of recommendations to enhance Ethiopia's rural development strategies.

Book excerpt: This thesis examines the means and ends of development by addressing two main questions: 1) How does the Colombian state's neoliberal understanding of development affect the socio economic conditions of small farmers? And 2) How do nongovernmental organizations (NGOs) that embrace the neoliberal approach to development interact with local communities in their land struggles? To explore these questions, this thesis focuses on a rural intervention by the organization Entrepreneurial Rural Development (ERD), in the Afro-Colombian correginiento of Las Marías (pseudonyms). I focus on this area because it embodies the contradictions in Colombia's agricultural policies: while government-supported programs such as ERD aim to ignite the social and economic development of small farmers, operating concurrently neoliberal policies curtail it. I first analyze how the ERD depoliticized its intervention, and how at the same time its activities have led to the emergence of new leadership in the community. Moreover, I investigate how socio political conditions within the community have significantly limited the success of the ERD's intended process of shaping the peasants with whom they work as small entrepreneurs. I also consider the extent to which the technologically and culturally oriented approach to the community's issues espoused by many of the organization's workers limited their understanding of the farmers' (already) entrepreneurial behavior. Micro-level interventions such as ERD cannot be studied in isolation. Rather, they need to be set in the context of the macro policies that either hinder or encourage the development of small farmers. In a country such as Colombia, which exhibits highly concentrated land ownership and wealth, I argue that neoliberal restructuring and the forms it has taken in the government's agricultural policies have shown a class bias toward large farmers. This bias has led to exclusionary growth, which undercut both access to land and employment for small farmers. The thesis concludes by outlining reforms to address these structural challenges.

Book excerpt: This book explores food provisioning in Colombia by examining the role and impact of the agrarian negotiations which took place in the aftermath of the 2013–2014 national strikes. Most of the research in the field of agrarian studies in Colombia has focused on inequalities in land distribution, the impacts of violent conflict, and most recently, the first phase of the peace agreement implementation. This book links and complements these literatures by critically engaging with an original framework that uncovers the conflicts and politics of food provisioning: who produces what and where, and with what socio-economic effects. This analytical lens is used to explain the re-emergence of national agrarian movements, their contestation of the dominant development narratives and their engagement in discussions about food sovereignty with the state. The analysis incorporates a wide range of voices from high-level government representatives and leaders from national agrarian movements. Their narratives of food provisioning and the broader role of the food industry are reviewed and the key findings show an underlying conflict within food provisioning based on the struggle of marginalised smallholders to develop alternative agri-food systems that can be included in the local and domestic food markets in the context of a state dominated by an export and import approach. Overall, the book argues that the battle ground of agrarian conflicts has moved to the fi eld of food provisioning and using this approach has the potential to reframe the debate about the future of food and agriculture in Colombia and beyond. This book will be of great interest to students and scholars of food and agriculture, rural development, peasant studies, and Latin American Studies.

During 1983-84, when this study was completed, Colombia's external accounts were facing significant difficulties. Faced with growing balance of payments problems, the government initiated an adjustment program that emphasizes export development and fiscal and monetary restraint. Some of the problems of the external sector during the first half of the 1980s could be attributed to a slowdown in the expansion of noncoffee production and exports combined with a downswing in coffee prospects. Equally important, however, were the unfavorable trends in the capital markets, which were responding to the economic and debt woes of Latin America. While international factors are crucial to an understanding of the evolving situation, this study is focused on domestic measures managed by policymakers. The book also establishes some of the requirements of medium-term performance and, emphasizing the need for sectoral revitalization, it reviews growth options in agriculture. The book is in four parts. First, it discusses trade-related macroeconomic policies, with special attention given to their connection with agriculture. This discussion includes: an overview of issues and the effects of macroeconomic policy on the agricultural sector; a review of export policy focused on management of export incentives; and import policy alternatives. Second, the study includes an assessment of price policies in agriculture, including price support and import restrictions; price stabilization issues; and policies regarding coffee production and pricing, and issues related to agricultural diversification. Third, the study examines nonpricing issues that influence the production environment in agriculture, including public and private sector investment in agriculture, and direct policies aimed at increasing agricultural productivity. Finally, the study draws out the main conclusions of the work.
