The Economics and Politics of High Speed Rail: Lessons from Experiences Abroad, by Daniel Albalate and Germ Bel, introduces the main questions policy makers and scholars should examine when considering and studying HSR implementation, with particular emphasis on the US's recent interest in this technology and possible application in California. Albalate and Bel then review the experiences of the most significant implementations of HSR around the globe. This in-depth international perspective includes chapters on the pioneers of HSR (Japan and France), the European followers (Germany, Spain and Italy), as well as Asian experiences in China, Taiwan, and Korea. Albalate and Bel's study provides a clear distinction between the myths and realities associated with this transportation innovation. Book excerpt: TRB Special Report 320: Interregional Travel: A New Perspective for Policy Making examines the demand for and supply of interregional transportation in the United States. Major additions to transportation infrastructure, including high-speed rail, are being considered for some of the country’s most heavily traveled 100- to 500-mile corridors. The availability and use of the automobile, airplane, and train for interregional travel are reviewed along with the rejuvenated intercity bus. U.S. interregional corridors and transportation options are contrasted with those in Japan and Europe, where substantial investments have been made in passenger rail. Public investments in new, long-lived transportation infrastructure can be risky because of uncertainty about future demand and the development of new technologies and competing transportation services. Decisionmakers in interregional corridors face the added challenge of having to coordinate investments across multiple jurisdictions. The report recommends actions to reduce this uncertainty and create stronger institutional means for developing the country’s interregional corridors. Book excerpt: In recent years, the policy and regulatory environment for intercity passenger rail in the United States has shifted dramatically, sparking a renewed interest in intercity passenger rail among policymakers, planners, and the general public. As the nation expands its passenger rail network, a better understanding of the mobility provided by short- to medium-distance corridors is desired. This study examined the Heartland Flyer, a 206-mile intercity passenger rail route between Oklahoma City, Oklahoma, and Fort Worth, Texas. Researchers analyzed responses to an on-board survey, distributed to passengers in April and July of 2009, to identify who was using the service and how the service impacted regional mobility. The key measure used to identify the mobility impacts was the passengers' self-reported alternatives for travel if the Heartland Flyer were discontinued. This study also identifies the economic impact of the rail service, measured through total spending on certain items (and the associated sales tax revenue). The findings of this study can be used in a variety of potential applications for all levels of passenger rail planning, including statewide rail planning, corridor-specific studies, and station-area planning, both in the southwestern United States and in other regions.

Examples of megaregions are the Northeast Megaregion, from Boston to Washington, or Southern California, from Los Angeles to Tijuana, Mexico.
