Book excerpt: The U.S. Social Security Administration (SSA) provides disability benefits through the Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI) programs. To receive SSDI or SSI disability benefits, an individual must meet the statutory definition of disability, which is "the inability to engage in any substantial gainful activity [SGA] by reason of any medically determinable physical or mental impairment which can be expected to result in death or which has lasted or can be expected to last for a continuous period of not less than 12 months." SSA uses a five-step sequential process to determine whether an adult applicant meets this definition. Functional Assessment for Adults with Disabilities examines ways to collect information about an individual's physical and mental (cognitive and noncognitive) functional abilities relevant to work requirements. This report discusses the types of information that support findings of limitations in functional abilities relevant to work requirements, and provides findings and conclusions regarding the collection of information and assessment of functional abilities relevant to work requirements.

Book excerpt: Drug overdose, driven largely by overdose related to the use of opioids, is now the leading cause of unintentional injury death in the United States. The ongoing opioid crisis lies at the intersection of two public health challenges: reducing the burden of suffering from pain and containing the rising toll of the harms that can arise from the use of opioid medications. Chronic pain and opioid use disorder both represent complex human conditions affecting millions of Americans and causing untold disability and loss of function. In the context of the growing opioid problem, the U.S. Food and Drug Administration (FDA) launched an Opioids Action Plan in early 2016. As part of this plan, the FDA asked the National Academies of Sciences, Engineering, and Medicine to convene a committee to update the state of the science on pain research, care, and education and to identify actions the FDA and others can take to respond to the opioid epidemic, with a particular focus on informing FDA's development of a formal method for incorporating individual and societal considerations into its risk-benefit framework for opioid approval and monitoring.

Book excerpt: The New Mexico workers' compensation system has been widely regarded as a success story since it was significantly reformed a decade ago. Workers' compensation costs for the state's employers are among the lowest in the country, insurer profits are among the highest, and the system is among the least litigious. Given this environment, this book evaluates the adequacy and equity of workers' compensation indemnity for New Mexico workers receiving permanent partial disability benefits. The authors compare outcomes for workers with partially disabling occupational injuries in New Mexico with outcomes for their counterparts in California, Washington, Oregon, and Wisconsin. After controlling for differences across the five states, New Mexico's replacement rates fall in the middle; however, benefits for sustained earnings losses are not adequate by the commonly cited standard of two-thirds pre-tax wage replacement. Scheduled injuries, which include primarily injuries to the arms and legs, are less adequately compensated than unscheduled injuries, which are primarily injuries to the back. The duration of time until an employee's return to work in New Mexico is much longer than that in other states, which may be accounted for by the other states' active return-to-work programs.
