Book excerpt: Although inequality in Latin America ranks among the worst in the world, it has notably declined over the last decade, offset by improvements in health care and education, enhanced programs for social assistance, and increases in the minimum wage. In Democracy and the Left, Evelyne Huber and John D. Stephens argue that the resurgence of democracy in Latin America is key to this change. In addition to directly affecting public policy, democratic institutions enable left-leaning political parties to emerge, significantly influencing the allocation of social spending on poverty and inequality. But while democracy is an important determinant of redistributive change, it is by no means the only factor. Drawing on a wealth of data, Huber and Stephens present quantitative analyses of eighteen countries and comparative historical analyses of the five most advanced social policy regimes in Latin America, showing how international power structures have influenced the direction of their social policy. Calleros analyzes twelve countries in order to assess the independence, impartiality, political strength and efficiency of the judicial branch. The picture that emerges – with the one exception of Costa Rica – is the persistence of weak judicial systems, unable in practice to check other branches of government, including the executive and the military, while not quite effective in fully protecting human rights or in implementing due process of law guarantees. Aggravating issues, such as corruption, heavy case backlogs, overcrowding of prisons, circumvention of laws and personal vulnerability of judges, make the judiciary the least evolved of the three branches of government in the Latin American transitions to democracy.

Book excerpt: Even in Latin America's most socially and economically stable countries, new parties emerge constantly, old parties collapse, and party systems across the region are notoriously fragile. Still, there are also successful stories. There have been a number of parties in Colombia, Chile, and Venezuela that used to be able to operate well beyond electoral cycles and preserve a significant presence in their respective countries for decades. How do such political parties remain vibrant organizations over time? In Party Vibrancy and Democracy in Latin America, Fernando Rosenblatt sheds new light on how party vibrancy is maintained and reproduced over time in three of the region's more stable countries-Chile, Costa Rica, and Uruguay. Referencing these three "consolidated" democracies with records of good governance, Rosenblatt identifies the complex interaction between four causal factors that can explain party vibrancy: Purpose, Trauma, Channels of Ambition, and Moderate Exit Barriers. "Purpose" activates prospective loyalty among party members. "Trauma" refers to a shared traumatic past which engenders retrospective loyalty. "Channels of Ambition" are established routes by which individuals can pursue political careers. Finally, "Moderate Exit Barriers" are rules that set costs of defection at reasonable levels. When these factors work together throughout a party's "Golden Age," they can demonstrate a link between party organizations´ stability and the quality of democratic representation across Latin America. As Rosenblatt finds, when parties remain vibrant organizations, democracies are better able to withstand challenges long-term. A unique qualitative study, Party Vibrancy and Democracy in Latin America demonstrates how the vitality of political parties can directly and indirectly impact how effective they are as intermediaries for their citizens not just in Latin America, but around the world.

Book excerpt: This book analyzes the development of female prostitution in the Pacific port of Puntarenas, Costa Rica during the advanced stage of the coffee exporting economy (1880-1930), at the height of the consolidation of the liberal state. Hayes argues that prostitution in the port differed from that of the coffee producing highlands due to differential economic, social, and political development. In the periphery of Puntarenas, the development of prostitution reflected a less stigmatized view of sexual commerce than that of the highlands, where prostitution, although legal, threatened the tenets of liberal nationalism based on racial homogeneity and family values. Women of the highlands were encouraged to reproduce the nation's "more European" stock of workers and to ensure the legal transference of property through legal church marriages - both part of a design to stabilize the coffee exporting project. By contrast, prostitutes and other working women of Puntarenas, many immigrants from the "less European" populations of neighboring regions and most in concubinage, were freer to do what the law prescribed - register as prostitutes in legitimate trade. Such regional disparities reveal weaknesses in traditional explanations of Costa Rican exceptionalism, which have rested on the premise of cultural homogeneity and have reflected the realities of only one region of the country. The book advances an alternative explanation for the development of the nation's more democratic institutions, situating Costa Rican exceptionalism in the nation's free labor system, of which the labor prostitute in Puntarenas provides an example.
