Book excerpt: During the early and mid-1990s, when the military reduced personnel levels, retention was not a primary concern. However, DOD and Congress have long recognized that some servicemembers, particularly those in certain technical areas, can be difficult to retain. In 1998, DOD raised concerns about retention overall and about the quality and readiness of its forces. In testimony before the Senate Armed Services Committee in September 1998, the members of the Joint Chiefs of Staff testified that retention rates had declined force-wide and within specific critical occupations. In response to these concerns, Congress increased military pay across-the-board and repealed legislation that lowered retirement benefits for some military personnel. In the last quarter of fiscal year 2000, the services reported they were generally successful in retaining more personnel at the aggregate level but were still concerned about readiness in selected critical skill areas.

Book excerpt: This book looks at the U.S. military's ability to maintain the force levels required for operations in Iraq and Afghanistan which rests on recruiting and retaining service members. Some military analysts and policymakers have expressed concern that the ongoing operations could detrimentally affect both recruiting and retention. The proportion of youth who say that they may join the military increased after September 11, 2001, but according to the Department of Defense (DoD) survey of parents and other adults who influence youths' decisions, a majority in 2005 said that they were less likely to recommend military service because of the war in Iraq. In this study, the Congressional Budget Office (CBO) examines the recruiting and retention rates for enlisted personnel within each of the military components, the factors that may influence enlistment and reenlistment, and the implications of changes in each component's success in recruiting and retaining service members. This book consists of public documents which have been located, gathered, combined, reformatted, and enhanced with a subject index, selectively edited and bound to provide easy access.

Book excerpt: This paper documents a multiyear effort to quantify the relationship between the national labor economy and retention of experienced personnel in the Air Force. A general labor-theory model is presented to explain total force retention. The model is then extended to describe retention in specific career fields. Probit equations are developed to predict individual retention decision across first, second, and career term retention decision points within each career field. The empirical results generally support hypotheses concerning direction and strength of impact of demographic, policy, bonus, and wage variables with considerable variation being noted across career fields. Future research issues are also proposed. Keywords include: economic retention model; enlisted retention model; longitudinal database; probit model; retention analysis.

Book excerpt: This report presents the methods of analysis and results of an effort designed to develop a methodology for explaining Air Force accessions and retentions. The analysis was conducted in three stages. First, the life-cycle model of the enlistment decision originally developed in a previous contract was extended and clarified. Second, a new data set was developed. These data are described extensively and plotted to reveal its relation to significant institutional changes that occurred over the 1957 to 1978 period. The data were then used to estimate accession supply equations for each sex, race, and AFQT category. Third, two new theoretical developments are presented. The first of these develops a model of the enlisted force by skill group. The second utilizes the theory of economic dynamics to simulate the adjustments of the enlisted force to changes in pertinent variables. (Author).

Little research has been directed toward developing a conceptual framework of voluntary turnover of Air Force personnel. The present research developed a conceptual model of turnover based on a synthesis of theoretical frameworks proposed in the sociological and industrial psychological literature. The model was then tested using existing data extracted from the 1977 Air Force Quality of Life survey. The study focused on male enlisted aircraft maintenance personnel from the 32XXX, 42XXX, and 43XXX career fields with two to nine years of service. The basic conceptual structure of the model was confirmed with one modification, which was incorporated in a revised conceptual model. The function of intraorganizational communication was found to be significantly different from the originally hypothesized relationship. In addition, perceived opportunity for civilian employment was confirmed as a significant intervening variable between satisfaction and expressed career intent. Recommendations are made for the development of a new survey instrument with which to further develop the model as an aid in personnel policy decisions. (Author).

Book excerpt: The primary purpose of this project is to provide an evaluation of the impact of the people programs on retention. We examine both theoretically and empirically the impact of assignment policy on the retention of first-termers, second-termers and career airman for the years 1974 to 1980. This time series analysis is undertaken at an individual level, though some aggregate statistics are considered. At the individual level a probit specification will be used to carry out the analysis. This analysis will allow the Air Force to determine not only the impact of the people programs on reenlistment rates, but also if the cost of implementing these programs will be offset by the benefits which, to a large extent, consist of the savings in training costs of new personnel.

Book excerpt: The study revealed the following significant findings: Propensity of veterans to enlist in their prior service branches is not as high as the propensity of the Non-Prior Service men to enlist in the Guard/Reserve in general. The education benefit and the bonus benefit offered by the services are the most cost effective for both Potential Enlistees and current Reservists. One valuable recruitment strategy determined by this study would be to explain in detail the currently available benefits. The most effective accession strategies would be those based on social and vocational self-actualization; Retention strategies promising to be most effective are concepts based on social and vocational self-actualization; family involvement in the Guard/Reserve and the value of Guard/Reserve activities; and pride in the Guard/Reserve. Money and a comfortable life are not perceived as likely to be achieved in the Guard/Reserve; thus, it would not be advisable to design accession or retention strategies around the opportunities in the Guard/Reserve to meet these life goals. Recruiters/career counselors are most frequently consulted regarding enlistment or extension of enlistment.
