Supporters argue that it is a long overdue reform of fragmented and uncoordinated assistance programs that will focus aid on strategic objectives and make programs more accountable. Some critics contend that its piecemeal approach will not result in comprehensive reform. Others fear that it will politicize aid programs, and put the focus on short-term objectives rather than long-term development. Administration officials have said that the current effort is the first step in a more thorough overhaul of U.S. foreign assistance. In this study, Carol Lancaster takes a fresh look at all US foreign aid programs and asks whether their purposes, organization and management are appropriate to US interests and values in the world of the 21st century. Lancaster finds that US aid in the new century, if it is to be an effective tool of US foreign policy, needs to be transformed.
