Robert Wheeler Lane reviews the obstacles of this important issue and suggests a mix of protection and autonomy for students. Pulling together evidence about the aims of public education, the changing legal status of children, and the values underlying freedom of expression, Lane debates the relationship between constitutional litigation and the dual pursuits of academic excellence and classroom order. Ultimately, utilizing both lower court and Supreme Court decisions, he finds that independent student expression deserves considerable constitutional protection; student expression assisted by school officials (such as school-funded student newspapers) should be subject to some control; and nonstudent expression (such as a school's selection of library books) should be left largely to the school's discretion. His conclusions suggest that in forging First Amendment protection for public school students, strongly held positions need not be extreme.

Drawing on the economic theories of Keynes and Minsky and applying them to the modern evolution of American banking and finance, William K. Tabb offers a chilling prediction about future crises and the structural factors inhibiting true reform. Tabb follows the rise of banking practices and financial motives in America over the past thirty years and the simultaneous growth of a shadow industry of hedge funds, private equity firms, and financial innovations such as derivatives. He marks the shift from an American economy based primarily on the production of goods and nonfinancial services to one characterized by financialization, then shows how these developments, perspectives, and approaches not only contributed to the recent financial crisis but also prevented the enactment of effective regulatory reform. He incisively analyzes the damage that increasing unsustainable debt and excessive risk-taking has done to our financial system and expands his critique to a discussion of world systems and globalization. Revealing the willful blind spots of mainstream finance theory, Tabb moves beyond an economic model reliant on debt expansion and dangerous levels of leverage, proposing instead a social structure of accumulation that places economic justice over profit and, more practically, institutes an inclusive, sustainable model for growth.

In 2011 some 1,500 migrants died trying to enter Europe, and the United States deported nearly 400,000 and imprisoned some 2.3 million people--more than at any other time in history. International borders are increasingly militarized places embedded within domestic policing and imprisonment and entwined with expanding prison-industrial complexes. Beyond Walls and Cages offers scholarly and activist perspectives on these issues and explores how the international community can move toward a more humane future. Working at a range of geographic scales and locations, contributors examine concrete and ideological connections among prisons, migration policing and detention, border fortification, and militarization. They challenge the idea that prisons and borders create safety, security, and order, showing that they can be forms of coercive mobility that separate loved ones, disempower communities, and increase shared harms of poverty. Walls and cages can also fortify wealth and power inequalities, racism, and gender and sexual oppression. Book excerpt: A generation removed from the Civil Rights Movement and the Black Power explosion of the 1960s, the pursuit of racial equality and social justice for African-Americans seems more elusive than ever. The realities of contemporary black America capture the nature of the crisis: life expectancy for black males is now below retirement age; median black income is less than 60 per cent that of whites; over 600,000 African-Americans are incarcerated in the US penal system; 23 per cent of all black males between the ages of eighteen and 29 are either in jail, on probation or parole, or awaiting trial. At the same time, affirmative action programs and civil rights reforms are being challenged by white conservatism. Confronted with a renascent right and the continuing burden of grotesque inequality, Manning Marable argues that the black struggle must move beyond previous strategies for social change. The politics of black nationalism, which advocates the building of separate black institutions, is an insufficient response. The politics of integration, characterized by traditional middle-class organizations like the NAACP and Urban League, seeks only representation without genuine power. Instead, a transformationist approach is required, one that can embrace the unique cultural identity of African-Americans while restructuring power and privilege in American society. Only a strategy of radical democracy can ultimately deconstruct race as a social force. Beyond Black and White brilliantly dissects the politics of race and class in the US of the 1990s.
