Book excerpt: Drawing on conceptual debates in transitional justice and critical archival studies, as well as empirical cases from various countries around the world, the contributions in this book critically examine how archives are produced by and used in transitional justice processes such as tribunals, truth commissions and remembrance processes. This edited volume provides conceptual critiques of the transitional justice paradigm and innovations in providing a new lens on archival practices in transitional justice. In doing so it offers in-depth analyses of the relationship between archives and transitional justice in France, Colombia, Rwanda, South Africa and Northern-Ireland; it highlights truth commission and (international) court archives as much as personal collections and oral histories. The authors bring critical archival studies into dialogue with transitional justice discourses to highlight the activism and emancipatory potential but also the possibilities of injustices inherent in archives and archival practice. Crucially, the book goes beyond merely highlighting the evidentiary value of archives by linking them to a multitude of transitional justice processes, goals and ideals, including remembrance processes, witnessing, reconciliation, non-recurrence, and various struggles against injustices and prevalent violence. This collection contributes to and expands our understanding of archives in transitional justice and critically questions core assumptions being made about the inherently positive contributions archives and records make to dealing with a violent past. The chapters in this book were originally published as a special issue of The International Journal of Human Rights.

Book excerpt: The Northern Ireland Affairs Committee today publishes its report on the Consultative Group on the Past in Northern Ireland Report (HCP 171, session 2009-10, ISBN 9780215542687). This report concludes the Committee's inquiry into the feasibility of implementing the proposals made in the Report of the Consultative Group on the Past in Northern Ireland. The Committee reached the following conclusions, including: that Northern Ireland has not yet reached a consensus on how to move on from its recent past; also, it is not clear that Northern Ireland needs a Legacy Commission when bodies such as the Victims and Survivors Commission and the Historical Enquiries Team are already dealing in different ways with aspects of the legacy of the Troubles; that healthcare services, particularly mental health services, for those affected by the Troubles are under strong pressure; that any future Legacy Commission should be chaired, or co-chaired, by figures from Northern Ireland rather than by a foreign figurehead; that the Northern Ireland Assembly, rather than the UK Government, should ultimately be responsible for decisions on how to fund a Legacy Commission - and therefore on the width of its remit; and that clarification is required on what role the Irish Government would play in setting up such a Commission, and in particular on what financial contribution it would be expected to make.

Book excerpt: This is the response to the consultation on the Draft Programme for Government 2011-15,the Draft Investment Strategy for Northern Ireland 2011-21 and the Draft Economic Strategy. In order to provide a structured approach to the consultation, the Committee identified four key areas contained within the Pfg, ISNI and EA documents: Public Transport; Road and Rail Infrastructure and Investment; Sustainable Transport; and Water and Wastewater. Overall, there was a sense of disappointment in the draft strategies. Whilst there was recognition of the progress made since the last PfG, there was a consensus that an opportunity to address the many challenges facing Northern Ireland had been missed. A number of responses suggested that the commitments were based on existing targets and budgets, that these were generic and lacked overall detail and that they did not take into account the current economic climate facing Northern Ireland and the global economy. Drawing on ethnographic fieldwork, comparative research, and over 110 hours of face-to-face interviews with a diverse range of political, academic, civil society, and community actors across Northern Ireland, A Troubled Sleep revisits one of the world's most deeply divided societies to analyze Northern Ireland's current vulnerabilities, and points of resilience, as an allegedly "post-conflict" society. By examining the Northern Ireland example, Waller presents deep insight into what happens when identity politics prevail over democracy, when a paralysis in governance leads to a political vacuum for extremist voices to exploit, when de facto social segregation becomes normalized, when acclimatization to violence becomes a generational legacy, and when questions of who we are become secondary to who we are not.
