Book excerpt: NOTE: NO FURTHER DISCOUNT FOR THIS PRINT PRODUCT-- OVERSTOCK SALE -- Significantly reduced list price This study addresses the ability of the U.S. Government to cope with four plausible, far-reaching weapons of mass destruction (WMD) crises, any one of which could occur today and adversely affect the foreign and national security policies of the United States for many years to come: collapse of the nonproliferation regime, in which a number of unresolved nuclear proliferation challenges threaten to unleash a sudden and destabilizing wave of proliferation a failed WMD-armed state, creating unprecedented risks that radical actors will obtain WMD and unprecedented challenges for prevention a biological terror campaign, in which terrorists employ deadly biological pathogens to strike at multiple cities a nuclear detonation in a U.S. city, delivered covertly and leaving great uncertainty about who did it, whether it will happen again, and how we should respond. Taken together, these scenarios demonstrate the complex, multifaceted nature of the WMD challenge for American decision-makers and illustrate the demands that such events could place on the entire apparatus of government, alliances, and the American people. Our findings are drawn from ongoing research conducted at the National Defense University's Center for the Study of Weapons of Mass Destruction and reflect nonpartisan perspectives and conclusions drawn from extensive interactions with scores of former and serving senior U.S. officials and nationally recognized subject matter experts. This introductory section presents findings and recommendations suitable for senior civilian and military leaders whose responsibilities include different aspects of the WMD challenge and require them to integrate their departments' activities with those of other departments and foreign governments to prevent proliferation, protect against the effects of proliferation, or respond to the consequences of WMD use. It also describes the present and evolving WMD threat, reviews first principles in combating WMD, and emphasizes the need to act decisively to meet today's challenges. Federal, State, and muncipal regional planners, emergency response teams, international relations scholars, political scientists, news organizations, and American citizens may be interested in this volume. These NASTIs, or NBC-Arming Sponsors of Terrorism and Intervention, include such states as North Korea, Iraq, Iran, Libya, and Syria. U.S. nonproliferation programs and policies have helped to keep this number small, but U.S. and allied counterproliferation programs are essential to reduce the danger. It is up to deterrence, active defenses, passive defenses, decontamination, and counterforce to turn enemy weapons of mass destruction into instruments of limited destructive effect. Warfighters will also have to adopt a different strategy and concept of operations in fighting an adversary that is so heavily armed. This strategy will feature a combination of deception, dispersion, mobility and maneuver, diffused logistics, remote engagement, missile defense bubbles, non-combatant evacuation operations, and large area decontamination. It will also involve upgrades to NBC passive defense measures and equipment, as well as a counterforce capability that can find and destroy a variety of adversary targets, including mobile launchers and deeply buried and hardened underground structures.

Book excerpt: The Commission believes that unless the world community acts decisively and with great urgency, it is more likely than not that a weapon of mass destruction will be used in a terrorist attack somewhere in the world by the end of 2013. The Commission further believes that terrorists are more likely to be able to obtain and use a biological weapon than a nuclear weapon. The Commission believes that the U.S. government needs to move more aggressively to limit the proliferation of biological weapons and reduce the prospect of a bioterror attack. Further compounding the nuclear threat is the proliferation of nuclear weapons capabilities to new states and the decision by several existing nuclear states to build up their arsenals. Such proliferation is a concern in its own right because it may increase the prospect of military crises that could lead to war and catastrophic use of these weapons. As former Senator Sam Nunn testified to our Commission: "The risk of a nuclear weapon being used today is growing, not receding." This Commission was chartered by Congress to assess our nation's progress in preventing weapons of mass destruction proliferation and terrorism--and to provide the next President and Congress with concrete, actionable recommendations that can serve as their road map to a safer homeland and world. No mission could be timelier. The simple reality is that the risks that confront us today are evolving faster than our multilayered responses. Many thousands of dedicated people across all agencies of our government are working hard to protect this country, and their efforts have had a positive impact. But the terrorists have been active, too--and in our judgment America's margin of safety is shrinking, not growing.

Book excerpt: As the remaining superpower in the post-Cold War world, the U.S. needs to reevaluate its policy toward the growing threat to U.S. national interests and the effects of weapons of mass destruction (WMD), specifically nuclear devices, and their use by terrorist groups against U.S. interests abroad. As the world reacts to the implosion of the former Soviet Union, there are increased numbers of nations and possibly terrorist groups trying to become players in the international arena. This study describes the ease of obtaining the scientific knowledge, plans, and materials to enable a terrorist's construction of a nuclear device. It also analyzes motivation of terrorist groups, concluding that a nuclear weapon, capable of inflicting violence in the extreme, fulfills the terrorist's goal of violence in support of a political agenda or to inspire radical change. Given the guidance from the national level, this study proposes a series of policy options available to the NCA for application in an aggressive counterproliferation policy. Finally, the U.S. must rapidly reorganize its counterproliferation structure and methods to streamline a more aggressive approach that is recognized and feared by potential nuclear terrorists; augment current political efforts with a clearly defined counterproliferation military mission and associated doctrine.

The September 11 tragedy and other terrorist attacks have been painful warnings about gaps in nonproliferation policies and regimes, specifically with regard to nonstate actors. In this volume, experts in nonproliferation studies examine challenges faced by the international community and propose directions for national and international policy making and lawmaking. The first group of essays outlines the primary threats posed by WMD proliferation and terrorism. Essays in the second section analyze existing treaties and other normative regimes, including the Nuclear Non-Proliferation Treaty and the Chemical Weapons and Biological Weapons Conventions, and recommend ways to address the challenges to their effectiveness. Essays in part three examine the shift some states have made away from nonproliferation treaties and regimes toward more forceful and proactive policies of counterproliferation, such as the Proliferation Security Initiative, which coordinates efforts to search and seize suspect shipments of WMD-related materials.

This edited volume critically assesses the suggestion that one safeguard against this possibility would be to strengthen existing international prohibitions against state- level acquisition of such weapons. A glimpse of the possible potential of terrorist use of weapons of mass destruction has been seen through the actions of the Tokyo Aum group, and through the use of chlorine by insurgents in Iraq. However, the extent of the real threat posed is as yet unclear, and safeguarding against it in developing countries will not be easy. This book assembles specialists in each category of WMD in order to examine the potential of expanding the three ‘classical’ arms control treaties in order to combat the threat posed by smaller terrorist groups, and draws conclusions as to the strengths and weaknesses of this suggestion.
